Job Overview:
The International Operations Manager (IOM) plays a crucial role within UNFPA, operating under the delegated authority of the UNFPA Representative. This position encompasses a wide range of responsibilities, including financial and human resources management, procurement, IT, general administration, travel and logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and staff. The IOM is tasked with leading strategic planning for UNFPA operations, setting management targets, and overseeing outsourced services provided by UNDP. The role requires advising the Representative on necessary course corrections, cost-effectiveness, and innovative responses to emerging challenges. The IOM is also responsible for ensuring cross-unit cooperation and coordination, maintaining a client-oriented approach, and adhering to UNFPA rules and regulations. This position is pivotal in ensuring the overall economy, efficiency, and effectiveness of UNFPA operations, contributing significantly to the delivery of the country programme and the achievement of management targets.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or related fields. They should have a solid understanding of procurement, financial and human resources management, and information and communication technology. The ability to lead business process re-engineering and implement new systems is essential, along with a commitment to the principles of the United Nations. Candidates should demonstrate strong relationship-building skills, a focus on impact and results, and the ability to respond positively to feedback. Knowledge of UNFPA's mandate and experience in international development are highly desirable.
Educational Background:
A postgraduate university degree in relevant fields such as Public Administration, Business Administration, Economics, Management, or other related disciplines is required for this position. This educational background is essential to equip candidates with the necessary skills and knowledge to effectively manage operations within UNFPA.
Experience:
Candidates should have at least 7 years of experience in development within governmental, multilateral, or civil society organizations, particularly in multicultural settings. This experience should include a minimum of 3 years in managing teams within complex organizational environments. Field experience is essential, and experience in developing or humanitarian contexts is considered an asset. Candidates should demonstrate a proven track record in strategic planning, results-based management, and project formulation and monitoring.
Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable and can enhance a candidate's profile, particularly in a multicultural work environment.

- Provide policy support and guidance on common services with other UN organizations/agencies.
- Ensure safety and security of UNFPA staff and premises, implementing security measures and compliance with policies. 1
