Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer (Budget Specialist) position is designed for a professional who will play a crucial role in ensuring that engineering projects are executed within budget and adhere to the highest quality standards. This role involves reviewing design and construction activities, incorporating best practices in technical design and construction management throughout the project lifecycle. The incumbent will be responsible for maintaining compliance with Health, Safety, Social and Environmental (HSSE) standards, as well as Protection against Sexual Exploitation, Abuse and Harassment (PSEAH) requirements. The position requires strong technical expertise, proactive resource management, and effective coordination among stakeholders to ensure successful project outcomes. The Civil Engineer will work remotely and may need to travel to project sites as required, providing technical support and guidance to project teams and stakeholders.

Duties and Responsibilities:
The Civil Engineer will be responsible for a variety of tasks including: providing technical advisory services in project and construction contracts; analyzing engineering project budgets and suggesting necessary adjustments; monitoring project recipients and providing technical assistance in budgeting and planning; reviewing all project-related documents and licensing; proposing solutions for the execution of works, particularly for food storage units; ensuring compliance with safety, health, environmental, and quality plans; participating in project planning, monitoring, and evaluation meetings as requested; and maintaining effective communication with all stakeholders involved in the projects.

Required Qualifications:
Candidates must possess a Bachelor's degree in Civil Engineering or a related field, with at least 2 years of relevant experience. Alternatively, a Master's degree in project budgeting or a related field may substitute for the required experience. Additionally, recognized professional certification or membership in a civil engineering association at a national or international level is desirable. Candidates should demonstrate strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment.

Educational Background:
The educational requirements for this position include a Bachelor's degree (or equivalent) in Civil Engineering or related fields. A Master's degree (or equivalent) in project budgeting or related areas can replace the required years of experience. Candidates are encouraged to have professional certifications or memberships in relevant engineering associations, which would enhance their qualifications for the role.

Experience:
Relevant experience for this position includes work in budget engineering, planning engineering, or related fields. Candidates with experience in multicultural environments or within United Nations system organizations in developing countries are preferred. Experience in development or humanitarian contexts is also desirable, as it aligns with the mission and objectives of UNOPS.

Languages:
Fluency in Portuguese is required, while a basic proficiency in English is also necessary. Additional language skills may be beneficial but are not mandatory for this position.

  • The contract type is an Individual Contractor Agreement (ICA) - LICA Specialist - Retainer, with a duration of 12 months and the possibility of extension depending on funding availability and performance. The work arrangement is primarily remote, with the expectation that the contractor will work only on days requested by the supervisor.
