Job Overview:
The National Consultant on Programme Financial Management and Reporting will play a crucial role in coordinating and contributing to the effective financial planning, implementation, monitoring, and reporting of the Conflict-Related Sexual Violence (CRSV) programme activities, as well as the Governance and Leadership financial planning activities. This position requires close collaboration with the Women Protection Adviser and the Head of the Governance and Leadership Programme, ensuring that all financial activities align with UN Women’s rules, regulations, policies, and procedures. The consultant will analyze programme and financial performance, support quality assurance and compliance, and ensure timely delivery of results in accordance with approved workplans and budgets. The role encompasses a wide range of responsibilities, including financial planning, monitoring, reporting, and ensuring compliance with donor requirements, making it essential for the successful implementation of the CRSV programme and Governance and Leadership initiatives.

Duties and Responsibilities:
  • Provide support to the financial management of projects within the Governance and Leadership Programme, ensuring accurate management of project budgets and revisions in Quantum, including project closure and tracking of unutilized funds.
  • Prepare regular financial monitoring reports, including budget tracking and expenditure analysis, and process and validate financial documentation such as FACE forms, vouchers, and financial reports.
  • Maintain internal expenditure control systems and accurately record financial transactions in Quantum, supporting procurement and payment processes through timely creation of requisitions, receipts, and cost-recovery actions.
  • Coordinate financial planning and implementation of programme activities under the CRSV portfolio, ensuring alignment with approved financial arrangements, results frameworks, and donor agreements.
  • Monitor programme financial delivery against targets and timelines, identifying implementation issues and coordinating timely corrective actions.
  • Support the preparation and consolidation of programme financial documents, including workplans, budgets, and revisions.
  • Coordinate financial monitoring of programme implementation through established results-based management tools and systems, analyzing programme financial delivery and performance indicators to support informed decision-making.
  • Review and verify financial reports from implementing partners, ensuring accuracy, completeness, and compliance with reporting requirements.
  • Ensure timely and accurate entry and management of programme data in corporate systems, and coordinate the preparation of high-quality programme financial reports for donors and corporate reporting. 1
  • Review programme financial processes and delivery mechanisms to ensure compliance with UN Women rules, regulations, policies, and procedures, identifying operational and financial risks and supporting the development and monitoring of mitigation measures. 1
  • Compile, analyze, and synthesize information on CRSV programme implementation, results, and lessons learned from the operations and financial management viewpoint, supporting the documentation of good practices and operational experiences. 1
  • Provide inputs to the preparation of CRSV programme financial proposals, including in concept notes and donor reports, and support communication efforts by providing accurate financial information and results data. 1
  • Facilitate capacity-building initiatives for implementing partners on CRSV programme financial management, reporting, and compliance requirements, providing guidance on financial implementation modalities and monitoring partner performance.

Required Qualifications:
The position requires a Master’s degree in Business, Public Administration, Social Sciences, Mathematics, Computer Science, or related areas. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should possess at least one year of progressively responsible experience in programme and/or financial management, preferably in development or humanitarian contexts. Proven experience in financial planning, budgeting, monitoring, and reporting within complex programme environments is essential, along with experience in financial oversight of implementing partners, including the review of financial reports and ensuring compliance with donor requirements. Familiarity with EU-funded programmes and EU financial rules, reporting requirements, and compliance frameworks is highly desirable. Experience in using a modern web-based ERP System, preferably Oracle Cloud, is also desirable.

Educational Background:
Candidates must hold a Master’s degree in relevant fields such as Business, Public Administration, Social Sciences, Mathematics, Computer Science, or related areas. A first-level university degree may be accepted in lieu of the advanced degree if combined with sufficient qualifying experience.

Experience:
The position requires at least one year of progressively responsible experience in programme and/or financial management, particularly in development or humanitarian contexts. Candidates should have proven experience in financial planning, budgeting, monitoring, and reporting within complex programme environments, as well as experience in financial oversight of implementing partners, ensuring compliance with donor requirements. Familiarity with EU-funded programmes and EU financial rules is highly desirable, along with experience in using modern web-based ERP systems.

Languages:
Fluency in verbal and written English and Ukrainian is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This is a home-based consultant position, and payments will be disbursed on a monthly basis upon submission of the monthly narrative reports by the consultant, endorsed by UN Women. The level of remuneration will be established based on the UN salary scale. UN Women will provide the consultant with background materials related to the assignment, and the consultant is expected to work using their own computer.
