Job Overview:
The UNEP Specialist position focuses on supporting projects within the Global Environment Facility (GEF) portfolio, particularly in the Climate Change Mitigation projects. The consultant will work under the Climate Change Division, specifically in the Mitigation Branch and GEF Mitigation Unit located in Paris. The role involves assisting in project development and implementation, with a particular emphasis on E-Mobility GEF-8 and the Net-Zero Nature-Positive Accelerator Integrated Program. The consultant will also contribute to the development of global programs such as the Sustainable Cities Impact Program and the Global Food Waste project. The position requires collaboration with various stakeholders and teams within UNEP to ensure the successful execution of projects and adherence to GEF policies and procedures.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including: reviewing and finalizing submission packages for GCF concept notes and GEF PIFs, PFDs, and CEO Endorsement requests; providing input to UNEP and GEF review processes; preparing documentation for the internalization process of CEO endorsed projects; reviewing progress and financial reports of ongoing projects; compiling information for Mid-Term or Terminal Reviews and Evaluations; providing input and reviewing GCF Full Proposals; coordinating the Unit’s input for IPMR, including requesting and coordinating inputs from colleagues, providing training, and preparing management reports; and liaising with relevant stakeholders within UNEP, particularly with teams focused on sustainable mobility and urban development.

Required Qualifications:
Candidates must possess a Master’s degree in environmental policy, international affairs, engineering, environmental sciences, economics, or a closely related field. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of two years of technical or evaluation experience is required, preferably with a focus on large, regional, or global programs and utilizing a Theory of Change approach. Excellent writing, analytical, and research skills are essential, along with a good understanding of the GEF project cycle and policies. Experience with GEF projects or UNEP projects is considered an asset, as is a solid understanding of the buildings and construction sector.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as environmental policy, international affairs, engineering, environmental sciences, or economics. Candidates with a first-level degree may still qualify if they have additional relevant experience. This educational foundation is crucial for understanding the complexities of environmental projects and policies.

Experience:
The position requires a minimum of two years of relevant experience, particularly in technical evaluation or project management. Candidates should have experience evaluating large-scale programs and be familiar with the Theory of Change approach. This level of experience is necessary to effectively contribute to the GEF portfolio and support the various projects under UNEP's Climate Change Division.

Languages:
Fluency in English is mandatory for this consultancy, as it is one of the working languages of the United Nations Secretariat. Knowledge of French and/or Spanish is desirable, as it can enhance communication and collaboration within the international context of UNEP's work.
