NRC's operations are guided by six core competencies: Shelter, Education, Cash & Market Systems, WASH, Information, Counselling and Legal Assistance (ICLA), and Protection from Violence. NRC Somalia is part of NRC’s East & South Africa regional operation, which encompasses large-scale multi-country humanitarian and early recovery interventions across ten countries including Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan, and Mozambique. The regional office is based in Nairobi and collaborates with country programs to standardize programmatic and operational approaches, promote multi-country programming, and ensure quality and coordination across its initiatives.

Job Overview:
The BRCiS Enumerators position is designed to establish a roster of qualified individuals who can support diverse and ongoing Monitoring, Evaluation, Accountability, and Learning (MEAL) activities. The primary goal of this recruitment is to build a pool of talented enumerators who can be rapidly deployed on an ad-hoc basis for both remote (call-center) and field-based data collection. This initiative aims to ensure that BRCiS has immediate access to skilled data collectors across its operational areas. By recruiting enumerators from the communities they serve, BRCiS leverages local knowledge and cultural sensitivity to build trust and facilitate open dialogue with project participants, thereby enhancing the quality and credibility of the data collected. The organization actively promotes inclusivity by encouraging female candidates and individuals proficient in various Somali dialects to apply, while also fostering local capacity by providing growth opportunities for recent graduates and experienced professionals alike.

Duties and Responsibilities:
The enumerators will be responsible for participating in mandatory initial orientation and refresher training sessions before each assignment to review protocols, humanitarian principles, safeguarding, and data collection tools. They will administer mobile-based questionnaires with accuracy and adherence to pre-agreed survey protocols, ensuring the confidentiality, security, and integrity of all collected data in line with data protection principles and organizational policies. The enumerators will perform accurate data entry and ensure proper filing and archiving of all data, meeting daily interview targets while maintaining high standards of data quality. They will safeguard and maintain all assigned equipment, including mobile devices and call-center resources, and escalate any technical challenges or safeguarding concerns to the BRCiS MEAL Officer promptly. Additionally, they will handle respondent queries with professionalism and cultural sensitivity, provide flexible support to the BRCiS MEAL team on data collection-related tasks, and conduct routine monitoring surveys, high-volume call-center data collection, verification activities, community engagement through Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs), and assist with other data collection tasks as assigned.

Required Qualifications:
The position requires a minimum of a high school diploma, with a university degree or diploma in Business Administration, Agriculture, Public Health, Social Sciences, or a related field being an added advantage. Fluency in Somali and intermediate proficiency in English (both written and spoken) are required, while proficiency in Somali dialects is highly desirable. Candidates must possess computer literacy in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook) and demonstrate excellent communication, interpersonal, and community mobilization skills. The ability to work independently, under pressure, and with minimal supervision while consistently meeting deadlines is essential. Familiarity with the local context, cultural norms, community dynamics, and geographic realities of the district is crucial. Prior experience in data collection, community engagement, or monitoring and evaluation is a significant advantage, as is proven experience using digital data collection tools and handling sensitive community feedback in compliance with data protection principles.

Educational Background:
Candidates are required to have at least a high school diploma, with a preference for those holding a university degree or diploma in relevant fields such as Business Administration, Agriculture, Public Health, Social Sciences, or similar disciplines. This educational background is essential for understanding the complexities of the data collection and community engagement processes involved in the role.

Experience:
The position calls for candidates with prior experience in data collection, community engagement, or monitoring and evaluation, preferably within the public or private sector. Experience using digital data collection tools such as ONA/ODK or KoBoToolBox is highly valued. Additionally, candidates should have experience managing personal data in compliance with data protection principles and ethical guidelines, as well as familiarity with facilitating participatory discussions such as focus group discussions and key informant interviews.

Languages:
Fluency in Somali is mandatory, along with intermediate proficiency in English (both written and spoken). Proficiency in various Somali dialects, including Maay, Maxaa Tiri, and Bajuni, is highly desirable and will enhance the candidate's ability to engage effectively with diverse community members.

Additional Notes:
The duty station for this position includes multiple districts across Somalia, specifically Mogadishu, Adado, Galkacyo, Garowe, Baidoa, Hudur, Baardhere, Kismayo, Jawhar, and Dhusamareeb. The contract duration is ad-hoc/on-call based, and the salary and benefits will be according to NRC’s salary scale and terms and conditions.
