Job Overview:
The Procurement Services Manager position is crucial for the large Ethiopia Country Office (ECO) and focuses on strengthening procurement services. This role involves leading and managing large-scale partnerships with local partners, including development partners, and providing strategic procurement services to support national supply chain system strengthening and capacity building. The manager will work under the direct supervision of the Chief of Supply and Logistics and will be responsible for engaging with various stakeholders, including the government, development partners, banks, and implementing partners, to enhance procurement services and supply chain systems. The position requires proactive communication of emerging requirements and opportunities to facilitate effective procurement services requests.

Duties and Responsibilities:
The key functions and accountabilities of the Procurement Services Manager include:
  • Management of the Procurement Services Portfolio: This involves planning, forecasting, strengthening partnerships, implementation, project management, and monitoring of procurement services.
  • Establishing linkages with supply system strengthening, program implementation, and country/regional priorities through procurement services.
  • Raising internal and external awareness about procurement services and their importance in achieving organizational goals.
  • Engaging with stakeholders to ensure effective procurement processes and supply chain management.
  • Monitoring and evaluating the effectiveness of procurement services and making necessary adjustments to improve outcomes.
  • Leading a team of professionals and support staff to achieve procurement objectives and enhance service delivery.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Business Administration, Management, Logistics, Supply Chain Management, Procurement, International Development, Health, or related social sciences fields. They should have at least 8 years of relevant work experience in supply management, international procurement, supply chain management, logistics, project management, public procurement, capacity building, partnership management, government relations, customs clearance, and supply planning. Additionally, candidates should demonstrate the ability to manage change in diverse environments, supervise teams, and possess advanced communication and negotiation skills.

Educational Background:
A Master’s degree or equivalent (Advanced University Degree) in relevant fields such as Business Administration, Management, Logistics, Supply Chain Management, Procurement, International Development, Health, or related social sciences is required for this position.

Experience:
Candidates should have a minimum of 8 years of relevant work experience in areas such as supply management, international procurement, supply chain management, logistics, project management, public procurement, capacity building, partnership management, government relations, customs clearance, and supply planning. Experience in managing teams and projects in complex environments is essential.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset. This multilingual capability can enhance communication and collaboration in diverse settings.
