Job Overview:
The Programme Policy Officer position at WFP involves providing technical and operational support to the Country Office (CO) and Area Offices (AOs) in Myanmar, specifically focusing on the implementation of the school meal programme and the ACL programme. The role requires monitoring and analyzing programme performance, ensuring alignment with workplans and donor commitments, and strengthening the capacity of Area Office teams to manage Field Level Agreements (FLAs) with cooperating partners. The officer will also be responsible for adopting new approaches within the school meal and ACL programmes, facilitating community engagement practices, and improving operational efficiency and accountability. The position demands a proactive approach to troubleshooting operational bottlenecks and contributing to the overall quality of the programmes. Additionally, the officer will engage with key stakeholders to enhance collaboration and support coordinated service delivery to vulnerable communities, acting as a focal point for partnerships with Japanese entities. The role also includes contributing to resource mobilization efforts by identifying funding opportunities and preparing necessary documentation for donor engagement.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer include:
  • Providing technical and operational support to the CO and AOs for effective implementation of the school meal and ACL programmes.
  • Monitoring and analyzing programme performance, tracking fund utilization, commodity and cash delivery, and beneficiary reach.
  • Strengthening the capacity of Area Office teams to manage FLAs with cooperating partners, ensuring compliance with WFP policies and quality standards.
  • Guiding AOs on the adoption of new approaches, including community engagement practices and resilience-building methodologies.
  • Facilitating troubleshooting of operational bottlenecks to improve efficiency and accountability.
  • Designing and maintaining a comprehensive tracking mechanism for monitoring achievements related to financial expenditure and beneficiary management.
  • Supporting the production of briefs, dashboards, and reports for stakeholders.
  • Engaging with key stakeholders to enhance collaboration and support coordinated service delivery.
  • Acting as the WFP focal point for partnerships with Japanese entities and expanding partnership opportunities. 1

Required Qualifications:

Fluency in English is mandatory for the Programme Policy Officer position, as it is the working language of WFP.
