Job Overview:
The Human Resources Officer is responsible for conducting and administering a wide range of human resources activities throughout the employee lifecycle. This includes providing professional HR advice and support to both managers and staff, executing HR programs and processes, and contributing to the development and continuous improvement of HR policies, practices, and initiatives. The role is pivotal in ensuring that the organization effectively manages its human resources, aligning HR strategies with organizational goals, and enhancing the overall employee experience. The officer will report directly to the Head of Human Resources and will play a key role in workforce planning, recruitment, onboarding, performance management, learning and development, employee relations, and offboarding. The position also involves advising on HR policies and procedures, ensuring compliance with regulations, and conducting HR-related analysis to support decision-making.

Duties and Responsibilities:
The Human Resources Officer will conduct and administer various HR activities across the employee lifecycle, including but not limited to: workforce planning, recruitment, onboarding, performance management, learning and development, employee relations, and offboarding. The officer will advise managers and employees on HR policies, procedures, and employment conditions, develop and update HR policies and documentation, execute HR programs and initiatives that support organizational effectiveness, and ensure compliance with applicable regulations. Additionally, the officer will conduct HR-related analysis, prepare reports and recommendations, and perform any other related duties as required.

Required Qualifications:
The ideal candidate must possess a minimum of a Bachelor’s degree from a nationally recognized or certified university in a related discipline, along with at least 2 years of work experience in a professional Human Resources role. Alternatively, candidates without a university degree may be considered if they have at least 6 years of extensive and progressive expertise in relevant duties. Essential qualifications also include a minimum of 2 years of experience in developing and implementing HR policies and programs, proven experience in providing HR advice, and demonstrated ability to analyze HR-related issues and develop practical solutions. Candidates must exhibit sound judgment, discretion, tact, and diplomacy when handling sensitive matters.

Educational Background:
A Bachelor’s degree from a nationally recognized or certified university in a related discipline is required. This educational background is essential for understanding the complexities of human resources management and the legal and regulatory frameworks that govern HR practices.

Experience:
Candidates should have a minimum of 2 years of experience in a professional HR role, specifically in developing and implementing HR policies and programs across various areas of the employee lifecycle. Experience in providing HR advice to managers and employees is crucial, as is the ability to analyze HR-related issues and develop effective solutions.

Languages:
Candidates must possess a minimum level of NATO’s official languages: V (Advanced) in one language (English or French) and I (Beginner) in the other. Most internal work at DIANA is conducted in English, making proficiency in English particularly important.

Additional Notes:
The successful candidate will receive a definite duration contract of three years, which may be extended. If the candidate is seconded from the national administration of a NATO member state, a similar contract will be offered, with a maximum service period of six years.
