Job Overview:
The consultant position is primarily focused on enhancing the capacity of the national statistical system in Comoros to produce, validate, analyze, and sustainably use high-quality fisheries-related data and indicators. This role is critical in supporting timely, evidence-based decision-making for the fisheries sector, particularly in the context of the Sustainable Development Goals (SDGs). The consultant will work closely with various stakeholders, including the National Institute of Statistics and Economic and Demographic Studies (INSEED) and the United Nations Statistics Division (UNSD), to develop a comprehensive data catalogue and profile report. This report will serve as a foundational tool for assessing, monitoring, and evaluating the fisheries sector in Comoros, ensuring that data collection mechanisms align with global standards and national priorities. The consultant will also be responsible for conducting assessments of existing data collection methods and making recommendations for improvements, thereby contributing to the overall goal of strengthening data governance and coordination within the national statistical system.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to:

• Developing a concept note that outlines the methodology, implementation schedule, and key data providers for the fisheries data catalogue.
• Assessing existing data collection methodologies to ensure consistency and comparability across agencies, aligning them with SDG and FAO standards.
• Identifying stakeholders involved in the data production system and inventorying challenges in data reporting.
• Collaborating with INSEED and other agencies to identify additional data sources on fisheries and assessing their relevance and quality.
• Creating profiles for each identified data source, detailing attributes such as format, structure, and frequency of data collection.
• Evaluating data collection mechanisms and recommending improvements for accuracy and completeness.
• Drafting and submitting the fisheries data catalogue and profile report for review and validation by relevant stakeholders.
• Presenting findings and recommendations to key stakeholders for feedback.
• Developing capacity for calculating fisheries-related indicators, particularly SDG 14.4.

Required Qualifications:
Candidates must possess an advanced university degree in economics, statistics, mathematics, environmental sciences, social sciences, or a related field. Additionally, a minimum of five years of experience in data analysis and/or data management is required. In lieu of an advanced degree, a bachelor's degree combined with two additional years of relevant experience may be accepted. Experience working with national statistical systems, particularly in the context of environmental data, is essential. Candidates should also have experience with data disaggregated by geography, sex, and specific population groups relevant to sustainable development. Familiarity with issues related to measuring economic activity, environmental change, and fisheries data is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as economics, statistics, mathematics, environmental sciences, or social sciences. A bachelor's degree may be acceptable if accompanied by sufficient relevant experience, specifically in data analysis and management.

Experience:
The position requires a minimum of five years of professional experience in data analysis and/or data management. Candidates should have a strong background in working with national statistical systems, particularly focusing on environmental data. Experience in handling data that is disaggregated by various demographics, including geography and gender, is also necessary. Familiarity with fisheries-related data and the ability to measure economic and environmental changes will be advantageous.

Languages:
Fluency in both spoken and written French and English is mandatory for this position. Knowledge of another official UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse international environment.

Additional Notes:
This consultancy is home-based, with regular communication through phone and web conferences with various stakeholders. The consultant is expected to be available for technical meetings and may need to travel for conferences or meetings related to the consultancy.
