Job Overview:
The International Operations Manager (IOM) plays a crucial role in overseeing the operational functions of UNFPA in South Sudan. This position operates under the delegated authority of the UNFPA Representative and encompasses a wide range of responsibilities including financial and human resources management, procurement, IT, general administration, travel and logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and staff. The IOM is expected to lead strategic planning for UNFPA operations, set management targets, and provide guidance on cost-effectiveness and innovative solutions to complex challenges. The role requires a strong focus on client-oriented service delivery and adherence to UNFPA regulations and best practices. The IOM will also represent UNFPA in various operational management teams and liaise with other UN agencies and government officials to ensure effective operational services.

Duties and Responsibilities:
  • Provide strategic direction for UNFPA operations, ensuring effective and efficient delivery of the country programme.
  • Oversee financial management, ensuring integrity of financial systems and compliance with rules and regulations.
  • Manage human resources, including recruitment, performance management, and promoting gender equality and diversity.
  • Handle general administration, including travel logistics and premises management.
  • Ensure high-quality procurement and project support services, monitoring service quality and timeliness.
  • Foster teamwork and cross-unit collaboration among operations staff.
  • Monitor financial exception reports for unusual activities and alert HQ as necessary.
  • Support the development and management of common services with other UN organizations.
  • Ensure the safety and security of UNFPA staff and premises, implementing security measures and compliance. 1
  • Build partnerships on operational issues and represent UNFPA in inter-agency meetings. 1
  • Perform any other duties as directed by the Representative or management.

Required Qualifications:
Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or related fields. They should have a minimum of 7 years of experience in development within governmental, multilateral, or civil society organizations, including at least 3 years in a managerial role. Strong relationship-building skills, a focus on results, and the ability to respond positively to feedback are essential. Candidates should also have solid knowledge in procurement, financial and human resources management, and the ability to lead strategic planning and results-based management.

Educational Background:
A postgraduate university degree in relevant fields such as Public Administration, Business Administration, Economics, or Management is required for this position. This educational background is essential to equip the candidate with the necessary skills and knowledge to effectively manage operations within a complex organizational setting.

Experience:
The position requires a minimum of 7 years of relevant experience in development, with at least 3 years in a managerial capacity. Candidates should have experience in a multicultural environment and possess the ability to lead teams effectively. Field experience, particularly in a developing or humanitarian context, is highly valued and considered an asset.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable and can enhance a candidate's profile, especially in a diverse work environment.
