The position of National Consultant to Support Country Programme Evaluation is crucial for the UN Women Country Office in Delhi, India. The consultant will play an integral role in the Country Portfolio Evaluation, which aims to assess the effectiveness and impact of UN Women’s initiatives in the region. The consultant will be expected to work both in-person and remotely, connecting with the evaluation team during Asia and the Pacific working hours. Duties and Responsibilities:
The National Consultant will have a range of responsibilities throughout the evaluation process. During the Evaluation Inception phase, the consultant will review all relevant documents, including strategic notes, project documents, donor reports, and previous evaluation reports. They will provide translation and interpretation support as needed and contribute to the development of an inclusive evaluation methodology tailored to the specific inquiry. In the Evaluation Data Collection phase, the consultant will support interviews and focus group discussions, ensuring adherence to ethical guidelines while taking detailed notes. They will also contribute to the analysis of evaluation data, capturing results, challenges, and gaps. In the Reporting phase, the consultant will provide inputs to preliminary findings and assist in the preparation of final synthesis reports and annexes. Additional tasks may be assigned by the supervisor as needed, and the consultant is expected to deliver high-quality outputs in line with UN Women’s GERAAS criteria.
Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as gender studies, development studies, sociology, political science, or related disciplines. Additionally, a minimum of 7 years of experience in conducting research, evaluations, reviews, or assessments with development organizations is required. The consultant should demonstrate expertise in gender equality, women’s rights, and women’s economic empowerment, along with knowledge of national development policies and frameworks. Experience working in India, particularly in Tamil Nadu, is essential, and candidates must not have been involved in the design or implementation of UN Women-supported interventions covered by the evaluation. The ability to apply ethical evaluation standards and ensure confidentiality and integrity throughout the evaluation process is crucial.
Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field. This could encompass areas such as gender studies, development studies, sociology, political science, or other related disciplines that provide a strong foundation for understanding gender issues and development contexts.
Experience:
The position requires a minimum of 7 years of relevant experience in conducting research, evaluations, reviews, or assessments within development organizations. Candidates should have a proven track record of applying various evaluation methods and demonstrating expertise in gender equality and women's rights. Familiarity with national development policies and frameworks, as well as experience working in India, particularly in Tamil Nadu, is essential. The consultant should also possess strong facilitation, interpersonal, communication, and teamwork skills, enabling them to engage effectively with diverse stakeholders.
Languages:
Proficiency in English is mandatory for this position, as all deliverables must be submitted in English. Additionally, the ability to communicate in Tamil is highly desirable, as it will facilitate engagement with local stakeholders and enhance the evaluation process.
Additional Notes:
This is a full-time consultancy position, and the consultant is expected to use their own computer equipment, as the office will not provide any. The consultant must disclose any outside activities and is not permitted to take up any outside work during the assignment. The evaluation process will involve travel, and consultants aged 65 years or older will require a full medical examination and a statement of fitness to work. Payment will be made upon submission of deliverables and approval by the supervisor, with specific payment terms outlined for each phase of the evaluation process. All deliverables must adhere to the UN Women Editorial Style Guide and be subject to quality review in line with UN Women Evaluation Report Quality Assurance standards.
