Job Overview:
The Procurement Officer will play a crucial role in managing the procurement and logistics activities for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Ghana. This position requires a deep understanding of procurement processes and logistics management, ensuring compliance with FHI 360’s policies and donor regulations. The officer will be responsible for developing and standardizing procurement processes, collaborating with various departments to identify needs, and addressing any bottlenecks in the procurement process. The role also involves supporting preparedness planning across country programs, developing instructional materials, and facilitating training for staff to enhance their procurement skills. The Procurement Officer will ensure that all procurement activities are conducted transparently and efficiently, contributing to the overall success of the STRIDES Activity.

Duties and Responsibilities:
The Procurement Officer will implement and maintain FHI 360 Ghana Country Office procurement policies and procedures. Key responsibilities include managing the procurement process for a wide range of supplies and equipment, ensuring adherence to both FHI 360 and donor procurement policies. The officer will coordinate with finance, administration, and program teams to ensure integrated internal controls and timely vendor payments. Additionally, the officer will develop standard protocols for logistics processes, maintain an asset and inventory registry, and ensure compliance with USG export regulations. The role requires routine communication with staff regarding orders and deliveries, preparation of financial reports, and maintaining supplier information. The Procurement Officer will also manage a procurement tracker and perform any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess in-depth knowledge of procurement, budgeting, and supply chain management best practices. A comprehensive understanding of procurement and logistics standards, as well as familiarity with USG policies and regulations, is essential. The ideal candidate should be a capable negotiator with experience in establishing contracts and managing vendors. Knowledge of international donor procurement regulations is crucial, along with expertise in fraud detection and investigation techniques. Excellent verbal and written communication skills in English are mandatory, and the ability to work in challenging environments is necessary.

Educational Background:
A Bachelor’s degree or its international equivalent in Supply Chain, Logistics, Economics, Finance, or Business Administration is required. A Master’s degree or other advanced qualifications in business management, logistics, or supply chain management is preferred. Additional certifications in relevant fields will be considered an asset.

Experience:
Typically, candidates should have at least 5 years of experience managing logistics and operations in emergency settings, with a strong understanding of public procurement laws in Ghana and knowledge of various donor requirements, particularly those of US government agencies. Experience in establishing startup operations in new countries is preferred, along with proficiency in database management software and online search tools. Candidates should demonstrate sensitivity to cultural diversity and possess the ability to communicate effectively with clients and staff.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Additional language skills may be considered an advantage but are not required.

The expected hiring salary range for this role is indexed to USD 9,000 - 13,000 for annual basic salary.
