Job Overview:
The National Data Systems Specialist will play a crucial role in supporting the Government of Fiji in enhancing evidence-based decision-making for food systems transformation. This position involves providing technical expertise for the conceptual design of the National Food Systems and Climate Data Platform. The specialist will assess existing data systems, prepare a conceptual framework, and develop recommendations for data governance and interoperability. The role requires collaboration with various stakeholders, including FAO's International Statistician Specialist, to ensure that the data platform meets the needs of the government and aligns with international standards and frameworks.
Duties and Responsibilities:
The duties and responsibilities of the National Data Systems Specialist include preparing an inception report that outlines the methodology and workplan for the assignment, conducting a technical assessment of existing food systems and related data systems, and documenting existing datasets and governance arrangements. The specialist will analyze data gaps and inconsistencies, prepare a conceptual design package for the data platform, and develop recommendations on data governance and institutional arrangements. Additionally, the specialist will create a harmonized indicator framework, draft an implementation roadmap, and prepare an investment and costing brief. The final consultancy report will incorporate feedback from FAO, and the specialist will perform other related technical duties as required.
Required Qualifications:
Candidates must possess a university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in relevant fields such as Information Systems, Computer Science, Data Science, Statistics, Geographic Information Systems (GIS), Monitoring and Evaluation, Agricultural Economics, Development Planning, or Public Policy. A minimum of three years of relevant experience in data systems, digital platforms, information management, monitoring and evaluation, or statistics is required. Candidates must also have a working knowledge of English and be nationals of Fiji.
Educational Background:
The educational background required for this position includes a university degree in a relevant discipline recognized by the IAU/UNESCO. This ensures that candidates have the necessary theoretical knowledge and practical skills to effectively contribute to the development of the National Food Systems and Climate Data Platform.
Experience:
The position requires a minimum of three years of relevant experience in fields such as data systems, digital platforms, information management, monitoring and evaluation, or statistics. Candidates should have demonstrated experience in conceptual design or architecting data platforms, establishing data governance frameworks, and working with data interoperability standards. Experience in providing technical inputs to multi-stakeholder consultations is also essential.
Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the project.
