Job Overview:
The position involves recruiting a national consultant to provide institutional support to the Administrative Tribunal, the Ministry of Justice, the Court of Auditors, and the INPT (National Institute of Public Administration). The consultant will be expected to deliver expert services over a period of 6 months, with a total of 55 hours per day allocated for the project. The role is crucial for enhancing the institutional capacity of these judicial and administrative bodies, ensuring they operate effectively and efficiently. The consultant will be responsible for assessing current practices, identifying areas for improvement, and providing recommendations to strengthen institutional frameworks. Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting a comprehensive assessment of the current institutional frameworks of the Administrative Tribunal, Ministry of Justice, Court of Auditors, and INPT.
  • Identifying gaps and challenges in the existing processes and providing actionable recommendations for improvement.
  • Collaborating with relevant stakeholders to develop strategies for enhancing institutional capacity and performance.
  • Preparing detailed reports and presentations on findings and recommendations for the UNDP and relevant government bodies.
  • Facilitating workshops and training sessions for staff of the involved institutions to promote best practices and knowledge sharing.
  • Monitoring and evaluating the implementation of proposed changes and providing ongoing support as needed.
  • Ensuring compliance with UNDP procurement processes and guidelines throughout the engagement.

Required Qualifications:
Candidates must possess a strong background in public administration, law, or a related field. A proven track record of working with governmental institutions, particularly in Tunisia, is essential. The ideal candidate should have excellent analytical and problem-solving skills, with the ability to communicate effectively with diverse stakeholders. Familiarity with UNDP's operational procedures and procurement processes will be considered an asset. Additionally, candidates should demonstrate a commitment to promoting transparency, accountability, and good governance in public institutions.

Educational Background:
A minimum of a Master's degree in Public Administration, Law, Political Science, or a related field is required. Advanced qualifications or certifications in public sector management or governance will be advantageous. Candidates should have a solid understanding of the Tunisian legal and administrative context, as well as international best practices in institutional development.

Experience:
The position requires at least 5 years of relevant professional experience in public administration, legal consulting, or institutional development. Experience working with international organizations, particularly in the context of governance and public sector reform, is highly desirable. Candidates should have a demonstrated ability to manage complex projects and deliver results within tight deadlines.

Languages:
Fluency in French and Arabic is mandatory, as these are the primary languages used in the Tunisian public sector. Proficiency in English is considered a strong asset, as it will facilitate communication with international stakeholders and enhance the consultant's ability to engage with UNDP's global network.
