Job Overview:
The People and Culture Officer will work under the supervision of the P&C Manager and will be responsible for managing and executing a wide range of administrative and human resources functions. This role is crucial in ensuring that the country office complies with local employment standards, donor requirements, and FHI 360's policies and procedures. The officer will collaborate with the P&C Manager to align organizational policies with national legislation, coordinate employee benefits and compensation administration, and ensure timely payroll processing. The officer will also manage staff time sheets, ensure compliance with mandatory training, and oversee health insurance policies. Additionally, the officer will handle recruitment processes, maintain accurate personnel records, and provide guidance to staff on professional and personal matters impacting their careers within the organization. The role also involves facilitating performance management processes and supporting staff development and training opportunities.

Duties and Responsibilities:
  • Ensure compliance with local employment standards, donor requirements, and FHI 360 policies.
  • Collaborate with the P&C Manager to align organizational policies with national legislation.
  • Coordinate administration of employee benefits and compensation, ensuring timely payroll processing.
  • Manage staff time sheets, ensuring accuracy and timely submission.
  • Ensure staff compliance with mandatory training requirements.
  • Oversee health insurance policy management, including tracking additions, removals, and reimbursements.
  • Manage the recruitment process from job posting to employee onboarding.
  • Conduct reference checks and ensure background checks are completed.
  • Maintain accurate and confidential personnel records in both physical and electronic formats. 1
  • Supervise staff departures, ensuring all necessary procedures are followed. 1
  • Update staff information in the HRIS and generate standard reports. 1
  • Provide professional and personal guidance to staff. 1
  • Facilitate performance management processes. 1
  • Work with management to support staff development and training opportunities. 1
  • Undertake any other related tasks as assigned.

Required Qualifications:
  • In-depth knowledge of Senegalese labor law, compensation, employee benefits administration, organizational planning and development, employee relations, safety, training and development, and office administration.
  • Proficient in Microsoft Office applications and HR information management systems; knowledge of Workday is a plus.
  • Excellent oral and written communication skills in French; professional proficiency in English is required.
  • High level of confidentiality and strong organizational skills.
  • Proven proactive problem-solving skills.
  • Strong interpersonal skills and conflict resolution abilities.
  • Ability to manage tight deadlines and produce a high volume of work with minimal supervision.
  • Familiarity with IPRES and CSS social contribution systems.
  • Understanding of funding agency requirements, particularly U.S. government grants.

Educational Background:
A minimum of a Bac +4 in Human Resources, Economics, Management, or an equivalent formal qualification is required.

Experience:
3 to 5 years of experience in human resources with increasing responsibilities. Experience in an international organization is an asset. Previous work experience in a non-governmental organization (NGO) for at least two years is preferred.

Languages:
Fluency in French is mandatory, and proficiency in English is also required. Additional languages may be beneficial but are not specified as mandatory.

The expected hiring salary range for this role is XOF 12,333,333 - 15,000,000 for annual basic salary.
