Job Overview:
The Mid-Term Reviewer position is crucial for assessing the progress and effectiveness of two significant projects: 'Facilitating biodiversity conservation by enhancing aquaculture policy, planning, management, and production' in Palau and 'Mainstreaming Marine and Coastal Natural Capital Assessment and Accounting into Viet Nam’s Development Planning for Blue Economic Growth of Key Sectors.' The consultant will conduct a comprehensive mid-term review that evaluates the achievements of these projects, identifies challenges, and collaborates with project stakeholders to implement corrective measures. This role requires a deep understanding of biodiversity conservation, aquaculture management, and natural capital assessment, as well as the ability to engage with various stakeholders effectively. The consultant will work closely with UNEP's Ecosystems Division and report to the Task Manager, ensuring that the review aligns with UNEP's evaluation guidelines and contributes to the overall success of the projects.

Duties and Responsibilities:
The consultant will undertake several key responsibilities throughout the review process. In the Inception Phase, they will conduct a preliminary desk review, engage in introductory interviews with project staff, prepare a review framework, identify stakeholders, develop an interview matrix, and plan the review schedule. During the Data Collection and Analysis Phase, the consultant will perform further desk reviews, conduct in-depth interviews with project partners and stakeholders, and undertake field assessments in Palau and Viet Nam. Regular reporting to the Task Manager on progress and potential issues is essential. In the Reporting Phase, the consultant will draft the Mid-Term Review Reports, ensuring coherence and consistency with the terms of reference and guidelines provided by the Task Manager. They will also manage stakeholder relations, ensuring a participatory review process while maintaining independence. Deliverables include an Inception Report, Preliminary Findings Note, and Draft and Final Review Reports, all developed in consultation with the Project Team.

Required Qualifications:
Candidates must possess a minimum advanced university degree in environmental sciences, international development, or a related field. A first-level university degree is acceptable if accompanied by two additional years of relevant experience. Additionally, candidates should have at least seven years of technical or evaluation experience, preferably with a focus on large, regional, or global programs and utilizing a Theory of Change approach. Experience with GEF Biodiversity projects is desirable, as is knowledge of the UN system and UNEP's work. Professional experience in biodiversity conservation within the Asia-Pacific region is required, along with familiarity with aquaculture and marine and coastal natural capital assessment.

Educational Background:
The educational background required for this position includes an advanced university degree in environmental sciences, international development, or a related field. A first-level university degree in the same areas is acceptable if the candidate has two additional years of relevant experience. This educational foundation is essential for understanding the complexities of environmental policy, biodiversity conservation, and sustainable development practices.

Experience:
The position requires a minimum of seven years of technical or evaluation experience, with a preference for candidates who have evaluated large, regional, or global programs. Experience using a Theory of Change approach is highly valued. Familiarity with GEF Biodiversity projects is desirable, as is professional work experience in biodiversity conservation, particularly within the Asia-Pacific region. Candidates should also have experience in aquaculture and marine and coastal natural capital assessment to effectively contribute to the projects being reviewed.

Languages:
Fluency in oral and written English is mandatory, with strong writing and editing skills required for the position. Knowledge of French is considered an asset, as English and French are the working languages of the United Nations Secretariat. Proficiency in these languages is crucial for effective communication and reporting within the context of the projects and the broader UNEP framework.

The consultancy position is home-based with field visits to Palau and Viet Nam, expected to last approximately six months. The role is classified as Level C, indicating a mid-level consultancy position.
