Job Overview:
The Regional Programme Specialist will manage a portfolio of grants across Latin America, Africa, and the Arab States regions, contributing to the implementation of the UN Trust Fund’s global grant-making, monitoring, capacity development, and partnership functions. This role involves providing strategic and technical support to grantee partners throughout the grant lifecycle, ensuring high-quality, feminist-informed programming that effectively addresses violence against women and girls (EVAW/G). The specialist will work closely with various stakeholders, including UN Women Regional and Country Offices, civil society organizations, and feminist movements, to strengthen portfolio coherence and generate practice-based knowledge that informs broader UN Women and UN system learning and advocacy on EVAW/G. The position requires a strong understanding of gender equality and women's rights, as well as the ability to manage complex grant portfolios and support program implementation effectively.
Duties and Responsibilities:
Required Qualifications:
The position requires a Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender Studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is an added advantage. Candidates should possess strong knowledge of gender equality, women's rights, and EVAW/G programming, as well as experience in programme and grant management, results-based management, and monitoring and evaluation.
Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as Social Sciences, Political Science, Development, Public Administration, or Gender Studies. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is desirable.
Experience:
At least 5 years of progressively responsible experience in programme management, including design, coordination, monitoring, evaluation, and capacity building in the area of ending violence against women is required. Experience working directly with civil society and women's organizations in this area is essential. Candidates should have experience in setting priorities, budgets, and work plans, as well as in programme development and monitoring. Experience managing complex multi-country portfolios and providing technical assistance to civil society organizations is highly desirable.
Languages:
Fluency in English, French, and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, or Russian) is desirable.

This position is remote, allowing for flexibility in work location. The role is full-time and may involve international collaboration with various stakeholders. - Lead Technical Accompaniment, Capacity Strengthening and Quality Assurance for EVAW/G Grant Programmes: Provide tailored technical support to grantee partners on the design, implementation, monitoring, and evaluation of EVAW/G programmes. Identify gaps in programme design and institutional capacity, offering guidance to strengthen management and compliance with UN Trust Fund requirements. Develop technical guidance and learning resources to support high-quality grant implementation.
- Manage and Monitor Regional Grants Portfolios: Oversee a portfolio of grants, coordinating all processes related to grant implementation, including project revisions and budget modifications. Monitor grantee performance through systematic reviews and assessments, ensuring compliance with UN Trust Fund policies and strategic priorities.
- Strengthen Risk Management and Portfolio Oversight: Assist grantee partners in identifying and mitigating operational risks, maintaining accurate records of grants, and contributing to portfolio-level analysis for quality implementation and compliance.
- Contribute to Grant Selection, Appraisal and Quality Assurance: Participate in developing Calls for Proposals and assessment frameworks, conducting technical appraisals of proposals, and supporting grant selection and project inception processes.
- Facilitate Capacity Development, Learning and Regional Partnerships: Design and facilitate capacity development initiatives, analyze portfolio data to identify trends and lessons learned, and contribute to strategic reporting and knowledge products that inform decision-making and advocacy efforts.
