Job Overview:
The National Spatial Information Systems Specialist will be responsible for the development and operationalization of the GeoNode-based Protected Area (PA) Registry System in Papua New Guinea. This role involves providing technical support for spatial information systems, GIS database management, and land-use planning. The specialist will work closely with various stakeholders, including government agencies and local communities, to ensure effective management of spatial data and integration into national environmental information systems. The position requires a strong understanding of GIS technologies and the ability to coordinate multiple projects related to land use, restoration initiatives, and food security monitoring.

Duties and Responsibilities:
The specialist will undertake a variety of tasks, including reviewing existing GeoNode-based systems, preparing functional specifications, coordinating with partners for system enhancements, and supporting user training. Responsibilities also include compiling and managing PA-related datasets, linking management effectiveness evidence to PA records, and preparing maps and spatial products for land use planning. The role will involve supporting participatory land use planning, monitoring peatland mapping, and developing food security monitoring systems. Additionally, the specialist will be responsible for ensuring data governance and access control arrangements are adhered to, as well as preparing reports and documentation for stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in Geographic Information Systems (GIS), Environmental Science, or a related field. A minimum of five years of relevant professional experience in GIS, spatial information systems, or natural resource management is required. Candidates should have a working knowledge of English and must be nationals of Papua New Guinea. The role demands strong technical skills in GIS software, spatial databases, and remote sensing, along with the ability to coordinate with multiple stakeholders effectively.

Educational Background:
An advanced degree in GIS, Geography, Environmental Science, or a related discipline is essential for this position. The educational background should include coursework or training in spatial data management, land-use planning, and environmental monitoring. Candidates should have a solid foundation in statistical methods and data analysis, as well as familiarity with GIS software and geospatial tools.

Experience:
The position requires at least five years of professional experience in GIS and spatial information systems. Candidates should have experience in managing geospatial databases, supporting protected area management, and working on environmental monitoring projects. Experience in coordinating with government agencies and local communities is also essential, as is familiarity with international development organizations and their operational frameworks.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with local stakeholders and partners.
