Job Overview:
The UNFPA Country Office in Lao PDR is seeking an international consultant to provide advanced technical assistance and demographic expertise to the Lao Statistics Bureau (LSB) for the computation, validation, structural modeling, and narrative write-up of the official Population and Housing Census Thematic Report on Fertility and Nuptiality. This role is crucial as it involves transforming the unprecedented digital dataset from the first-ever digital census into strategic socio-demographic intelligence. The consultant will work closely with the UNFPA Policy and Census Coordinator and will be responsible for guiding the validation, syntax preparation, analysis, indicator construction, and final structural write-up of the report. The consultant will also mentor junior LSB experts to maximize institutional knowledge transfer, ensuring that the analysis is comprehensive and adheres to UNFPA's policies and procedures. The work will focus on understanding fertility transitions in Laos, socio-economic drivers of fertility decline, changing marriage patterns, and family formation structures, which are essential for effective programming and policy responses in population and development, women's and youth empowerment, and sexual reproductive health and rights.

Duties and Responsibilities:
The consultant will be embedded within the LSB analytical structure, working directly with a counterpart and mentoring a cohort of junior experts. Responsibilities include:

• Guiding the validation and analysis of census data, including the preparation of syntax for statistical analysis.
• Conducting detailed analyses of nuptiality and marriage dynamics, fertility levels, variations, and differentials, adolescent and teenage fertility, and integrating geospatial and GIS mapping.
• Producing an Inception Report that establishes the methodological framework and modeling equations.
• Drafting a comprehensive structural outline of the monograph and developing dummy tables for data distribution.
• Training LSB staff in writing clean, reproducible statistical scripts and leading the technical validation of outputs.
• Writing the definitive text of the monograph and synthesizing findings into a high-impact policy brief.
• Delivering geospatial products for integration into the Census Atlas. The consultant will execute these tasks across a structured timeline, ensuring that all deliverables are met within the specified deadlines.

Required Qualifications:
Candidates must possess an advanced university degree (Ph.D. preferred) in Demography, Population Studies, Statistics, Quantitative Sociology, or a related field. A minimum of 7 years of progressive international experience in advanced demographic analysis is required, with a proven track record of authoring national-level Census Thematic Monographs or Demographic Profile Reports for UN agencies or National Statistical Offices. Candidates should have direct operational expertise in demographic estimation techniques for fertility analysis, advanced mastery of statistical analysis packages, and experience in resource-constrained environments. Strong communication skills and the ability to build relationships with local counterparts and donor agencies are essential.

Educational Background:
An advanced university degree is required, with a Ph.D. highly preferred. A Master's Degree with equivalent seniority in Demography, Population Studies, Statistics, Quantitative Sociology, or a closely related economic development discipline is also acceptable. This educational background is crucial for understanding the complexities of demographic analysis and the methodologies required for the consultancy.

Experience:
The position requires a minimum of 7 years of progressive international experience in advanced demographic analysis. Candidates should have a proven track record of authoring national-level Census Thematic Monographs or Demographic Profile Reports, demonstrating their capability to handle complex demographic data and analysis. Experience in deploying direct and indirect demographic estimation techniques for fertility analysis is essential, as is the ability to work independently in cross-cultural environments and build strong relationships with local counterparts and donor agencies.

Languages:
Excellent English speaking and writing skills are mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
