Programme Analyst - Coordination and Women's Economic Empowerment

In Uganda, UN Women co-chairs the Human Rights, Gender Equality and Leave No One Behind Group, which is responsible for coordinating and providing policy advice on gender equality issues. The organization also partners with various stakeholders to support gender mainstreaming in policy, planning, and programming, particularly in the Karamoja region, where it has a sub-office in Moroto.

Job Overview:
The Programme Analyst will play a crucial role in supporting the effective and efficient coordination of Gender Equality and Women’s Empowerment (GEWE) priorities at the sub-national level. This position involves collaboration with government entities, donors, private sector, and civil society to ensure the successful implementation of UN Women programs. The Programme Analyst will contribute to inter-agency coordination, provide technical assistance and capacity development to partners, and support the design, implementation, and management of the Women’s Economic Empowerment (WEE) Programme. The role requires a strong focus on aligning UN Women’s initiatives with national development priorities and ensuring that gender equality is integrated into all relevant strategies and programs. The Programme Analyst will also be responsible for monitoring and reporting on the WEE portfolio and building partnerships to enhance resource mobilization efforts.

Duties and Responsibilities:

• Contribute to inter-agency coordination for UN Women in the Karamoja region and on Women’s Economic Empowerment, ensuring coherence and alignment of UN Women programmes with other partners. This includes providing technical support to the Country Office, attending meetings, and ensuring that GEWE is a key item in all coordination meetings.
• Provide technical assistance and capacity development to partners by offering guidance on gender mainstreaming and integrating GEWE into strategic planning.
• Support the design, implementation, and management of the Women’s Economic Empowerment Programme by drafting proposals, providing technical support, and coordinating financial and narrative reports from implementing partners.
• Support monitoring and reporting in the Karamoja region by developing a unified monitoring system, facilitating assessments of financial investments in gender equality, and drafting quarterly and donor reports.
• Help build partnerships and develop resource mobilization strategies by drafting documentation on donors and engaging in analysis and research on potential areas of cooperation.

Required Qualifications:
The ideal candidate should possess a strong understanding of gender equality and women's empowerment issues, particularly in the context of Uganda. They should have experience in inter-agency coordination and collaboration with various stakeholders, including government, civil society, and the private sector. The candidate should also have a proven track record in project management, particularly in designing and implementing programs related to women's economic empowerment. Strong analytical and communication skills are essential, as well as the ability to work effectively in a team and independently. The candidate should demonstrate a commitment to UN Women’s core values and competencies, including respect for diversity, integrity, and professionalism.

Educational Background:
A Master's degree in social sciences, gender studies, international development, or a related field is required for this position. A Bachelor's degree in a relevant field combined with additional years of experience may also be considered. The educational background should provide a solid foundation in gender issues, development theories, and program management.

Experience:
Candidates should have at least 3 years of progressively responsible experience in gender equality and women's empowerment programming, project management, or related fields. Experience working with UN agencies, government entities, or civil society organizations in Uganda or similar contexts is highly desirable. Familiarity with the UN system and its policies on gender equality is an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in the Karamoja region is an asset and would be considered a plus for this position.

Additional Notes:
The position is based in Moroto, which is a non-family duty station. The living conditions in Moroto are relatively good, with access to internet and a pleasant climate.
