Job Overview:
The Data Adviser position at IDMC is a strategic leadership role focused on overseeing global internal displacement monitoring efforts. The successful candidate will be responsible for producing high-quality data and analysis at global, regional, and country levels, particularly concerning displacement caused by conflict, violence, and disasters. This role involves leading a team of specialists, fostering collaboration within IDMC and NRC, and engaging with external stakeholders to develop a robust global monitoring strategy. The Data Adviser will contribute to the development and implementation of monitoring strategies and annual work plans, ensuring the delivery of timely and validated data for IDMC’s Global Report on Internal Displacement (GRID) and other regional reports. The position requires a passion for transforming complex data into actionable evidence that informs humanitarian action and policy, ultimately making a significant global impact.

Duties and Responsibilities:
The Data Adviser will have a comprehensive set of responsibilities, including:

• Contributing to the development and implementation of a monitoring strategy and annual work plans to ensure high-quality data on internal displacement.
• Collaborating with colleagues to determine operational priorities and coordinate workflows for effective monitoring activities.
• Working closely with the Quality Assurance & Methodologies Adviser to support the application of methodologies and quality assurance processes.
• Refining and operationalizing monitoring methodologies and documentation, providing guidance for data coordinators.
• Identifying opportunities for improving monitoring processes and workflows.
• Supporting the development of publications, including the Global Report on Internal Displacement, ensuring contextual analysis is conducted.
• Managing and coaching direct reports, ensuring clarity of roles and responsibilities.
• Nurturing a positive team environment that promotes respect and creativity.
• Leading recruitment and onboarding processes for team members. 1
• Engaging with stakeholders, representing IDMC in technical forums, and developing partnerships to enhance collaboration on displacement data. 1
• Contributing to high-quality concept notes, proposals, and donor reports. 1
• Supporting contextual and political analysis for external publications. 1
• Performing other duties as requested by the line manager.

Required Qualifications:
Candidates must possess a minimum of a Master’s degree in data science, statistics, international development, migration and displacement, humanitarian affairs, or disaster risk and climate change. Alternatively, a first-level university degree combined with sufficient additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have at least 5 years of professional experience in related fields, demonstrating strong managerial, leadership, and interpersonal skills. Experience supervising staff and coordinating teamwork is essential, along with strong organizational and prioritization skills to meet tight deadlines. The ability to represent the organization at senior policy and technical levels is also required, as is experience working with diverse actors across various regional contexts.

Educational Background:
The educational background required for this position includes a minimum of a Master’s degree in relevant fields such as data science, statistics, international development, migration and displacement, humanitarian affairs, or disaster risk and climate change. A first-level university degree may be accepted if accompanied by sufficient additional years of qualifying experience. This educational foundation is crucial for understanding the complexities of data analysis and monitoring in the context of internal displacement.

Experience:
The position requires at least 5 years of professional experience in fields related to data analysis, humanitarian work, or international development. Candidates should have demonstrated experience in managing teams, coordinating projects, and engaging with various stakeholders, including governments, UN agencies, NGOs, and academic institutions. The ability to work effectively in multicultural environments and to develop networks with new partners is also essential.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of another official UN language, particularly Arabic, Spanish, or French, is considered a plus and would enhance the candidate's ability to engage with diverse stakeholders and contribute to the organization's global efforts.

Additional Notes:
The position is based in Berlin, Germany, or another location where NRC has an office, with similar working hours (CET ± 3 hours). The contract is temporary for a duration of 1 year, with an expected travel requirement of approximately 30%.
