Job Overview:
The Monitoring and Evaluation Specialist will play a crucial role in the successful implementation of the GCF-funded PNG REDD-plus Results-Based Payments project. This position involves leading the design, implementation, and continuous improvement of the project's Monitoring and Evaluation (M&E) System and Plan. The specialist will ensure effective monitoring of project implementation, achievement of expected results, timely reporting, and compliance with FAO and GCF requirements. The role requires close collaboration with the Chief Technical Advisor, Project Coordinator, and other stakeholders to facilitate evidence-based decision-making and enhance project outcomes. The specialist will also be responsible for managing data collection, analysis, and reporting processes, thereby contributing to informed decision-making on climate-related interventions.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Specialist include leading the monitoring and evaluation of project outputs, outcomes, and impacts through comprehensive data collection, analysis, and reporting. The specialist will design, validate, and implement the project's M&E Plan, ensuring alignment with the Project's Logical Framework Matrix, Environmental and Social Management Plan, Gender Action Plan, and Annual Work Plan. Additionally, the specialist will manage the web-based M&E system, support the PMU during the Project Inception Phase, and integrate the project Logical Framework into the FAO Field Programme Management Information System. The role also involves identifying risks, coordinating field monitoring missions, preparing performance analysis for reports, and participating in external audits and evaluations. The specialist will ensure compliance with FAO corporate monitoring standards and protocols from the PNG Government and GCF.

Required Qualifications:
Candidates must possess a University Degree in Economics, Environmental Science, Forestry, Natural Resource Management, Development Studies, Project Management, Monitoring and Evaluation, Statistics, or a related field. A minimum of 5 years of relevant experience in monitoring and evaluation, results-based management, or performance monitoring of development projects, preferably donor-funded programmes, is required. Candidates must also have a working knowledge (C1) of English and be nationals of Papua New Guinea. Additional competencies include results focus, teamwork, communication, building effective relationships, and knowledge sharing.

Educational Background:
The educational background required for this position includes a University Degree in relevant fields such as Economics, Environmental Science, Forestry, Natural Resource Management, Development Studies, Project Management, Monitoring and Evaluation, Statistics, or related disciplines. This educational foundation is essential for understanding the complexities of monitoring and evaluation within the context of development projects and environmental sustainability.

Experience:
The position requires at least 5 years of relevant experience in monitoring and evaluation, results-based management, or performance monitoring of development projects. Experience in donor-funded programmes is particularly valuable. Candidates should demonstrate a strong background in designing and implementing monitoring and evaluation systems, as well as experience in data collection, analysis, and reporting for international development projects.

Languages:
A working knowledge (C1) of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the project.
