Job Overview:
The Construction Project Management Specialist position is a critical role within the Institutional Services Division of ADB's Corporate Services Department. This position is strategically located at the Pakistan Resident Mission in Islamabad, where the specialist will oversee the implementation of the PRM New Office Project. The role requires a blend of technical, contractual, and operational oversight to ensure that the project is executed efficiently, adhering to quality, cost, schedule, and risk management standards. The specialist will act as a key liaison among various stakeholders, including the Project Management Consultant, General Contractor, and other consultants, ensuring effective communication and problem resolution throughout the construction phase. The successful candidate will be responsible for providing independent assessments of project issues, facilitating coordination among contractors and stakeholders, and supporting informed decision-making by ADB management. This role demands a proactive approach to identifying risks and addressing complex technical and contractual challenges, ensuring the successful completion of the new office construction.

Duties and Responsibilities:
The duties and responsibilities of the Construction Project Management Specialist include:
  • Providing technical oversight of project implementation to ensure compliance with approved contracts, designs, specifications, and quality standards.
  • Reviewing and providing technical inputs on key recommendations from the Project Management Consultant, including construction methodologies, variation proposals, and risk mitigation measures.
  • Leading on-the-ground project coordination and resolving complex technical, contractual, and implementation issues.
  • Managing institutional activities related to the PRM New Office project, including communication and stakeholder engagement.
  • Supporting the procurement process with a technical and operational perspective.
  • Monitoring the entire contract lifecycle and ensuring compliance with contractual obligations.
  • Coordinating with budget teams to manage capital expenditure budgets and project progress tracking.
  • Monitoring project expenditure against the approved budget and informing planning for new budget requirements.
  • Supporting oversight of the Guaranteed Maximum Price contract arrangement by reviewing cost control measures and change management processes. 1
  • Analyzing project outputs and outcomes, recommending corrective actions to ensure benefit realization. 1
  • Contributing to project presentation materials and documentation for Project Steering Committees. 1
  • Leading coordination efforts with various stakeholders, including government entities and other partners. 1
  • Performing additional duties as assigned and reflected in the work plan.

Required Qualifications:
The ideal candidate for the Construction Project Management Specialist position will possess the following qualifications:
  • A Bachelor's degree in project management, civil engineering, business administration, accounting, law, or relevant fields; a master's degree or equivalent is preferred.
  • At least 8 years of relevant professional experience in construction or infrastructure project management, including direct involvement in managing large-scale building projects and contract administration.
  • A minimum of 4 years of supervisory experience.
  • Experience in building and construction contract management, cost control, variation assessment, claims review, and project planning.
  • Familiarity with Guaranteed Maximum Price, open-book, cost-plus, or similar contract models is advantageous.
  • Proficiency in project management and construction management software, including project controls systems and budget management platforms.
  • Detailed knowledge of local government regulations and administrative systems.
  • Strong organizational skills and the ability to produce high-quality outputs within deadlines.
  • Experience in providing strategic insights and designing solutions for complex situations. 1
  • Ability to work collaboratively with diverse project teams and stakeholders in a multicultural environment. 1
  • Excellent written and verbal communication skills in English.

Educational Background:
Candidates must have a Bachelor's degree in project management, civil engineering, business administration, accounting, law, or relevant fields. A master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in project management and construction oversight.

Experience:
The position requires at least 8 years of relevant professional experience in construction or infrastructure project management. This experience should include direct involvement in managing large-scale building projects, contract administration, construction supervision, and the resolution of complex technical and contractual issues. Additionally, candidates should have at least 4 years of supervisory experience, demonstrating their ability to lead teams and manage project activities effectively.

Languages:
Proficiency in English is mandatory, with excellent written and verbal communication skills required for effective interaction with stakeholders and team members. Knowledge of additional languages may be considered an asset but is not mandatory for this position.

Additional Notes:
This position is a local staff appointment, open only to nationals and permanent residents of Pakistan. It is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, subject to the availability of funding. The role is funded by a temporary source, and the renewal of the appointment will depend on various factors, including the need for the specific skills and experience of the staff member, funding availability, and performance.
