National Consultant - Gender-Based Violence Information Management System (GBVIMS+)

Job Overview:
The position of National Consultant for the Gender-Based Violence Information Management System (GBVIMS+) is crucial for enhancing the management of information related to gender-based violence in Ethiopia. This consultancy is designed to address the implementation gaps in the GBVIMS+ framework, which was approved by the Federal Ministry of Women and Social Affairs (MoWSA) on December 12, 202

• The consultant will play a pivotal role in supporting data collection, rolling out national standards, and strengthening the capacity of local stakeholders. The role involves strategic allocation of time across three core pillars: GBVIMS+ System Grounding, GBV Working Group (WG) Information Management Support, and UNFPA Information Management Support. The consultant will be expected to engage with various stakeholders, including government agencies, NGOs, and community organizations, to ensure effective coordination and implementation of GBVIMS+ across the country.

Duties and Responsibilities:
The consultant will be responsible for several key duties and responsibilities, including:

• GBVIMS+ System Grounding, Finalization, and Handover (70% Level of Effort): Finalizing production server configurations, rolling out the National Coding framework, and ensuring survivor data anonymity protocols are in place. Supporting routine GBVIMS+ data collection in 96 pilot sites across Amhara, Benishangul-Gumuz, and Tigray. Conducting capacity-building trainings for frontline GBV case management providers in five scale-up regions (Afar, Somali, Gambella, Oromia, Sidama). Strengthening the MoWSA and its regional focal points to institutionalize the national digital Information Management System for GBV case management. Organizing the formal National System Launch Workshop.
• GBV WG Information Management Support (20% Level of Effort): Maintaining core information management functions for the GBV Working Group, including reporting, data analysis, and inter-agency coordination. Supporting the Humanitarian Programme Cycle and annual reports.
• UNFPA Information Management Support (10% Level of Effort): Tracking digital tools and ensuring data quality and ethical standards are upheld. Producing data visualizations for donor updates and situation reports. The consultant will also be responsible for delivering monthly reports and ensuring compliance with data protection protocols.

Required Qualifications:
The position requires a Master's degree in social sciences, public health, or a related field, or a BSc/MSc in Computer Science, Software Engineering, or Information Technology. Candidates must have at least 2 years of experience managing GBVIMS+ and be proficient in data collection, analysis, and visualization tools such as Excel, Kobo toolbox/ODK, PRIMERO, DHIS2, Power BI/Tableau, and databases like MySQL, PostgreSQL, and NoSQL. Fluency in GIS systems (QGIS or ArcGIS) is also required. Candidates should demonstrate a commitment to UNFPA's values and possess strong analytical and strategic thinking skills.

Educational Background:
Candidates must possess a Master's degree in social sciences, public health, or a related field, or a BSc/MSc in Computer Science, Software Engineering, or Information Technology. This educational background is essential for understanding the complexities of gender-based violence and the technical aspects of information management systems.

Experience:
A minimum of 2 years of relevant experience in managing GBVIMS+ is required. Candidates should have a proven track record in data collection, analysis, and visualization, as well as experience in capacity building and training for frontline service providers. Familiarity with the humanitarian context in Ethiopia and previous work with UN agencies or NGOs is an advantage.

Languages:
Proficiency in English is mandatory, and knowledge of a local language is considered a plus. This linguistic capability is essential for effective communication with local stakeholders and communities.
