Job Overview: The Engineer position is situated within the Facilities Management Section (FMS) of the Administration & Conference Management Division (ACMD) at ECA. The role involves comprehensive leadership and management of projects and activities related to facilities management, including electrical, mechanical, civil, and architectural services. The Engineer will be responsible for ensuring the efficient operation of building systems and infrastructure through preventive and corrective maintenance, overseeing compliance with safety standards, and managing both internal teams and external service providers. The position also entails providing technical support across ECA's compound and Sub-Regional Offices, advising on technical solutions for system failures, and participating in planning missions and technical consultations. The Engineer will play a crucial role in enhancing energy efficiency and sustainability initiatives, contributing to budget planning and reporting, and managing contracts and vendor performance.
Duties and Responsibilities: The Engineer's duties encompass a wide range of responsibilities, including:
Maintenance & Operations: Leading the planning and delivery of maintenance operations, overseeing key systems such as HVAC, electrical, plumbing, and fire safety, ensuring compliance with safety standards, managing internal teams and external service providers, conducting inspections, and providing technical support across ECA facilities.
Design & Project Coordination Support: Reviewing design and construction documents, advising project teams on engineering aspects, coordinating technical support for construction works, and providing feedback on engineering designs.
Environmental Sustainability & Energy Efficiency: Leading initiatives to improve energy efficiency and sustainability, supporting institutional sustainability frameworks.
Budget, Planning & Reporting: Contributing to annual planning and budget formulation, tracking operational costs, preparing technical reports, and analyzing data for decision-making.
Contract, Vendor, HR Management: Overseeing service contracts, managing staff performance, engaging with clients and stakeholders, and performing other assigned duties.
Required Qualifications: Candidates must possess a strong foundation in engineering principles, project management skills, and knowledge of the latest technologies and materials used in building management. They should demonstrate the ability to apply engineering skills in project preparation, data analysis, and problem-solving. Candidates should also exhibit professionalism, accountability, and effective planning and organizing skills.
Educational Background: An advanced university degree (Master's degree or equivalent) in engineering, architecture, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of seven years of progressively responsible experience in engineering or a related area is required. Candidates should have at least two years of experience managing maintenance and operations of large facilities, as well as two years of experience in data analytics or a related field, which is desirable.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered desirable, with a minimum proficiency level of UN Level I.
Additional Notes: This position is classified as General Temporary Assistance (GTA) and is funded through Cost Recovery. The initial appointment is for one year, with the possibility of extension subject to the availability of funds and the extension of the mandate.
