Job Overview:
The Programme Analyst position at UN Women is pivotal in supporting the effective management of programs related to Women Peace and Security (WPS) in the Syrian Arab Republic. Reporting to the Head of the UN Women Syria Office, the Programme Analyst is responsible for contributing to the design, formulation, implementation, and evaluation of programs. This role involves analyzing results achieved during program implementation and ensuring the appropriate application of systems and procedures. The Programme Analyst collaborates closely with various stakeholders, including the program and operations team, UN Women HQ staff, government officials, multi and bilateral donors, and civil society organizations. The position requires a strong focus on technical contributions to program strategies, monitoring and reporting, and capacity development support to partners, ensuring that UN Women’s programs are effectively implemented and aligned with national priorities.

Duties and Responsibilities:
The duties and responsibilities of the Programme Analyst include:

• Contributing technically to the development of program strategies in the area of Women Peace and Security (WPS).
• Providing technical inputs to the design and formulation of program/project proposals and initiatives related to WPS.
• Coordinating monitoring and reporting for WPS in collaboration with program teams.
• Supporting the implementation and management of the WPS program, including inputs to annual workplans and budgets.
• Coordinating the call/request for proposals and organizing technical review committees.
• Reviewing and coordinating the submission of financial and narrative reports from implementing partners.
• Training partners on Results Based Management.
• Monitoring progress on program activities, results, and indicators, and providing inputs to quarterly and donor reports.
• Monitoring budget implementation and expenditures, performing budget revisions as necessary. 1
• Contributing to resource mobilization strategies and maintaining relevant databases. 1
• Providing technical support for inter-agency coordination on WPS. 1
• Supporting advocacy, knowledge building, and communication efforts related to WPS. 1
• Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The minimum qualifications for the Programme Analyst position include:

• A Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
• A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
• At least 1 year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required.
• Experience in Women Peace and Security (WPS) is desirable.
• Experience coordinating and liaising with government agencies and/or donors is also desirable.
• Experience working or supporting the Arab States region is considered an asset.

Educational Background:
Candidates must possess a Master’s degree or equivalent in fields such as social sciences, human rights, gender/women’s studies, international development, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree, allowing for flexibility in educational qualifications while still ensuring a strong foundation in relevant disciplines.

Experience:
The position requires at least 1 year of relevant work experience in areas such as development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience specifically in Women Peace and Security (WPS) is highly desirable, as is experience in coordinating and liaising with government agencies and donors. Additionally, familiarity with the Arab States region is considered beneficial, as it enhances the candidate's understanding of the local context and challenges.

Languages:
Fluency in English and Arabic is mandatory for this position, as effective communication in these languages is crucial for collaboration and reporting. Knowledge of another official UN language, such as French, is desirable and may enhance the candidate's profile, particularly in international contexts where multilingual communication is valued.

Additional Notes:
This position is home-based, and candidates must hold a valid work permit for their home location throughout the duration of their assignment. The role does not have supervisory or managerial responsibilities, allowing the Programme Analyst to focus on programmatic support and collaboration with partners.
