National Project Officer - Enterprise

Job Overview:
The National Project Officer for Enterprise will play a crucial role in supporting the implementation of the PROSPECTS program, which focuses on inclusive job creation and education for forcibly displaced persons and host communities. This position involves managing project cycles, ensuring effective execution of technical tasks, and fostering collaboration among various stakeholders, including partner agencies and government bodies. The officer will be responsible for enhancing sustainable job creation through enterprise development, which includes preparing budget estimates, monitoring resource utilization, and ensuring compliance with project guidelines. The role requires a strong commitment to gender equality and non-discrimination, as well as the ability to identify capacity-building needs and facilitate training programs. The officer will also document project impacts and support communication efforts to promote the project's objectives.

Duties and Responsibilities:

• Support the effective implementation of the project by executing technical tasks under the enterprise pillar in accordance with the project document and strategy.
• Prepare budget estimates and expenditure forecasts, monitoring resource utilization and making recommendations for remedial action.
• Foster cooperation with PROSPECTS partner agencies, implementing partners, and ILO constituents to ensure timely delivery of project activities.
• Assist partners in interpreting technical guidelines and ensuring compliance with market systems development approaches.
• Promote gender equality and non-discrimination in all project aspects.
• Identify capacity-building gaps and link them to relevant technical resources within ILO.
• Document contextual changes and opportunities for learning and action, mapping impacts of interventions.
• Review and analyze workplans and progress reports from implementing partners to ensure quality delivery.
• Support project monitoring and partner contract tracking, providing updates on project progress. 1
• Organize training programs, seminars, and workshops, representing the project as needed. 1
• Conduct technical field missions and coordinate the work of national and international staff. 1
• Develop project communication materials and ensure effective stakeholder communication. 1
• Perform any other duties as assigned by the supervisor.

Required Qualifications:

• First level university degree in economics, social sciences, development, or a relevant discipline.
• A master's degree in a relevant social science discipline is an asset.
• At least two years of professional experience in project management, implementation, monitoring, and evaluation, with a focus on enterprise promotion.
• Experience working with refugees and asylum seekers is a strong advantage.
• Proven experience in collaborating with government bodies and development partners.
• Familiarity with UN policies and procedures, particularly in relation to enterprise development in Kenya.

Educational Background:
Candidates must possess a first-level university degree in a relevant field such as economics, social sciences, or development. A master's degree in a related discipline is considered an asset and may enhance the candidate's qualifications for the position.

Experience:
The position requires at least two years of professional experience at the national level in project management, implementation, monitoring, and evaluation, particularly with a thematic emphasis on enterprise promotion. Experience working on issues related to refugees and asylum seekers is highly advantageous, as is proven experience in effectively collaborating with government bodies responsible for policymaking and development partners. Familiarity with UN policies and procedures, especially regarding enterprise development in Kenya, is also essential.

Languages:
Excellent command of the English language is mandatory for this position. A good working knowledge of Kiswahili is considered an advantage and may enhance communication with local stakeholders and partners.

Additional Notes:
The position is a fixed-term contract for 12 months, with the possibility of extension based on performance and availability of funds. The entry-level salary for this position is 6,165,907 Kenyan Shillings per year.
