Job Overview:
The Consultant National will play a crucial role in supporting the International Consultant in conducting an integrated evaluation of gender, climate, and security" style="border-bottom: 1px dotted #007bff !important;">security risks and opportunities in Niger. This evaluation is part of a project funded by Portugal, aimed at integrating gender-sensitive approaches into climate, peace, and security initiatives in Niger. The consultant will work closely with national stakeholders and under the leadership of the Ministry of Environment, Water, and Sanitation. The primary objective is to produce analytical data and strategic recommendations that will inform public policies and national programs, particularly focusing on areas vulnerable to climate risks and conflict dynamics. The consultant will be responsible for analyzing the impacts of climate change on livelihoods and human security, particularly for women and girls, and assessing the links between resource pressures and community tensions. The role requires a comprehensive understanding of the interactions between climate change, conflict dynamics, and gender inequalities in Niger, which is essential for guiding public policies and enhancing gender-sensitive interventions in climate, peace, and security.

Duties and Responsibilities:
The Consultant National will have several key responsibilities, including:

• Document Review: Analyze existing national strategic frameworks related to gender, climate, and security in Niger, including policies and strategies. Review available studies and data on the links between gender, climate, and security.
• Methodological Design: Develop an integrated evaluation methodology that will be validated by all stakeholders. Create and submit data collection tools for validation.
• Data Collection and Analysis: Conduct consultations with national institutions, civil society organizations, and technical partners to collect qualitative and quantitative data.
• Analysis and Reporting: Analyze the collected data and produce an evaluation report that includes key analyses, conclusions, and recommendations.
• Validation and Dissemination: Present the study results at a national workshop and integrate stakeholder feedback to finalize the report. The consultant will also be responsible for identifying specific risks, vulnerabilities, and needs of women and girls in relation to climate and security impacts, as well as documenting promising initiatives that promote community resilience and women's leadership in sustainable resource management.

Required Qualifications:
The Consultant National must possess the following qualifications: An advanced university degree (Master's or equivalent) in gender studies, environmental studies, international development, climate change, social sciences, or related fields. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a higher degree. The consultant should have at least 5 years of professional experience in research or policy analysis related to gender, climate, or security, and at least 3 years of proven experience in conducting analytical studies or strategic evaluations for international organizations. Knowledge of international frameworks related to the Women, Peace, and Security Agenda and climate policies is essential. Experience in West Africa or fragile contexts is an asset. Excellent skills in gender-sensitive data collection, analysis, writing, and communication in French are required, with English proficiency being an advantage.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's or equivalent) in relevant fields such as gender studies, environmental studies, international development, climate change, social sciences, or related disciplines. A bachelor's degree with additional relevant experience may also be acceptable.

Experience:
The position requires a minimum of 5 years of professional experience in research or policy analysis related to gender, climate, or security. Additionally, at least 3 years of experience in conducting analytical studies or strategic evaluations for international organizations is necessary. Familiarity with international frameworks related to gender equality and climate policies is crucial, and experience in West Africa or fragile contexts is considered a valuable asset.

Languages:
Fluency in French is mandatory for this position, while knowledge of English is considered an asset. The ability to communicate effectively in both languages will enhance the consultant's ability to engage with diverse stakeholders and contribute to the project's success.
