Job Overview:
The Monitoring and Reporting Consultant will play a crucial role in supporting the Multi-Country Office (MCO) Caribbean by incorporating monitoring and reporting into program formulation and tracking progress against Strategic Plan targets. The consultant will report to the Head of Office a.i. and will be responsible for ensuring quality assurance of corporate monitoring and reporting systems, supporting the operationalization of the 2027–2031 Strategic Note Results Framework, and managing results monitoring and management reporting. This position requires a strong understanding of program formulation, implementation, and results-based management, as well as the ability to synthesize program performance data and produce analytical reports. The consultant will also provide technical support to UN Country Teams (UNCTs) and facilitate capacity development on gender-responsive monitoring and evaluation.

Duties and Responsibilities:

• Conduct quality assurance of the MCO’s data in UN Women's internal Performance and Results Integrated System for Management (PRISM), ensuring completeness and accuracy of monitoring data.
• Support the preparation and quality assurance of results data for the 2027–2031 Strategic Note in PRISM, including indicators, baselines, milestones, and targets.
• Facilitate MCO monthly program meetings for SN indicator monitoring and performance review.
• Consolidate quarterly partner and country-level results data and prepare management briefs for senior management decision-making.
• Provide technical support to UNCTs in completing the UNCT-SWAP Gender Scorecard annual progress reporting and developing action plans.
• Deliver capacity development support on gender-responsive monitoring and evaluation to UNCTs and inter-agency counterparts.
• Prepare various reports and inputs for corporate reporting processes, including annual reports and evaluation plans.

Required Qualifications:
The position requires a Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates must demonstrate good knowledge of program formulation, implementation, monitoring and evaluation, and reporting.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. A first-level university degree with additional qualifying experience may also be acceptable. Relevant certifications in project/programme management are advantageous.

Experience:
At least 2 years of relevant experience at the national or international level in monitoring and reporting of development projects/programmes is required. Alternatively, candidates with a first-level university degree must have at least 4 years of relevant experience. Experience working with UN agencies in the Caribbean is considered an asset.

Languages:
Fluency in English is mandatory for this position. Knowledge of another UN official working language is considered an asset, enhancing the candidate's profile for the role.

Additional Notes:
This is a home-based consultancy position, with the possibility of undertaking up to two missions for field monitoring and verification of program results. The consultant's travel will be arranged and covered by UN Women, subject to budget availability.
