Job Overview:
The Chief Technology Officer (CTO) position at Mercy Corps is a senior leadership role focused on conducting a comprehensive diagnostic of the organization's current digital, data, and technology landscape. The primary purpose of this engagement is to provide actionable recommendations that will enhance enterprise alignment across various functions and regions, identify opportunities for evolving the global technology ecosystem, and mitigate risks. The CTO will work closely with the incoming permanent CTO to clarify the current state of digital maturity, identify vulnerabilities and risks, and outline strategic options for future technology initiatives. This role is diagnostic and preparatory, aimed at establishing a clear understanding of the organization's digital capabilities and setting the stage for long-term digital leadership.
Duties and Responsibilities:
The duties and responsibilities of the Chief Technology Officer include conducting an enterprise digital maturity diagnostic across five key domains: Digital Strategy and Governance, Technology Architecture and Systems, Organizational Capability, Cybersecurity and Data Risk, and Data and Analytics. The CTO will assess the current state of digital maturity, map decision rights and governance structures, evaluate the interoperability of systems, and identify opportunities for consolidation of tools. Additionally, the CTO will assess organizational capabilities, delivery capacity, and service management maturity, while also evaluating the organization's cybersecurity posture and data governance maturity. The role involves identifying critical vulnerabilities, operational fragilities, and governance gaps, as well as articulating strategic options for the future operating model. The CTO will prepare a structured onboarding brief for the incoming CTO, including a diagnostic summary, risk register, and suggested immediate priorities.
Required Qualifications:
Candidates for the Chief Technology Officer position must possess extensive experience in digital transformation and technology leadership. A strong understanding of enterprise technology ecosystems, digital strategy, and governance is essential. The ideal candidate should have a proven track record of successfully leading technology initiatives in complex organizations, with the ability to navigate and align diverse stakeholder interests. Strong analytical and problem-solving skills are required, along with excellent communication and interpersonal abilities. The candidate should be adept at managing change and fostering collaboration across teams and functions.
Educational Background:
A bachelor's degree in a relevant field such as Computer Science, Information Technology, or a related discipline is required. A master's degree or equivalent advanced degree in a related field is preferred. Continuous professional development and certifications in technology management, digital transformation, or related areas will be considered an asset.
Experience:
The position requires significant experience in technology leadership roles, ideally with at least 10 years of experience in digital transformation, technology strategy, and enterprise architecture. Experience working in international development or non-profit organizations is highly desirable, as is familiarity with the unique challenges and opportunities in the sector. The candidate should have a strong background in managing cross-functional teams and driving technology initiatives that align with organizational goals.
Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization. Proficiency in additional languages relevant to Mercy Corps' operational regions is considered a plus, as it can enhance communication and collaboration with diverse stakeholders.
Additional Notes:
This is a remote position, allowing the selected candidate to work from their country of permanent residence. The role may require up to 25% international travel, including travel to locations that may be insecure or have limited amenities.
