Job Overview:
The E-Procurement System Officer plays a crucial role within the Global Procurement Unit (GPU) of MSF International, which is responsible for overseeing procurement strategies and ensuring compliance and efficiency across the organization. This position is essential for the effective rollout and stabilization of the MSF e-Procurement Portal (MePP), focusing on data migration, user support, training, documentation, and system quality. The officer will work closely with various stakeholders, including the Procurement System Project Manager and the Global Procurement Processes & Systems Manager, to enhance the procurement function across all MSF entities. The role is data- and operations-oriented, aiming to improve user experience and contribute to the overall mission of MSF.

Duties and Responsibilities:
  • Roll-out and Implementation Support: Assist in the rollout of the e-procurement tool to new entities and user groups, prepare and execute go-live and hypercare activities, follow defined rollout steps, and improve the rollout kit and templates based on lessons learned. Coordinate with internal stakeholders and the software provider team.
  • Data Migration and Data Quality: Support the collection, cleaning, and migration of data, perform data checks for completeness and accuracy, build tools to assess and improve data quality, and monitor data quality post-go-live.
  • User Support: Act as first-level support for users during the hypercare phase, troubleshoot issues, log bugs, and coordinate with the software provider for resolution. Track recurring issues and identify practical improvements.
  • Training, Documentation, and Continuous Improvement: Support user onboarding and training, maintain user documentation and guides, assist in testing and bug fixes, and maintain the functional configuration guide.

Required Qualifications:
Candidates should possess strong analytical and problem-solving skills, with a focus on data management and operations. Proficiency in project management and experience in procurement processes are essential. Familiarity with e-procurement systems and tools is highly desirable. Excellent communication skills, both written and verbal, are necessary for effective collaboration with various stakeholders. Candidates should also demonstrate a commitment to MSF's humanitarian principles and values.

Educational Background:
A bachelor's degree in a relevant field such as business administration, supply chain management, or information technology is required. Additional certifications in project management or procurement are advantageous and will be considered a plus.

Experience:
Candidates should have a minimum of 3 years of experience in procurement, supply chain management, or a related field. Experience with e-procurement systems and data management is highly valued. Familiarity with international humanitarian operations and understanding of MSF's mission will be beneficial.

Languages:
Fluency in English is mandatory, while proficiency in French or Spanish is considered an asset. Knowledge of additional languages relevant to MSF's operational contexts is a plus.

Additional Notes:
This position is offered as a fixed-term contract at either 80% or 100% workload for a duration of 12 months, with a starting date as soon as possible. The successful candidate will be offered a contract in the MSF office of their country of residence at the time of application. Compensation and benefits will align with MSF's practices in the respective entity.
