Job Overview:
The Deputy Finance and Subawards Manager will play a crucial role in supporting the financial functions of the GAINS project, which aims to enhance food, nutrition, and economic security in Kasaï. This position is vital as the project enters its final quarter and prepares for a closeout period. The Deputy Manager will assist in ensuring compliance with internal and donor regulations, manage financial operations, and support the accounting function. The role requires a proactive approach to financial management, including budget development, compliance monitoring, and financial reporting. The Deputy Manager will also be responsible for team management, ensuring that team members have the necessary resources to perform effectively and achieve project objectives.
Duties and Responsibilities:
The Deputy Finance and Subawards Manager will have a comprehensive set of responsibilities including: maintaining a respectful work environment, assisting in grants management and compliance, preparing budget versus actual (BvA) reports, ensuring compliance with donor regulations, supporting financial and accounting operations, reviewing financial documents for accuracy, participating in monthly accounting close processes, guiding field office finance teams, consolidating cash needs, conducting financial reviews of payment requests, supporting payroll reviews, providing training on finance rules, and assisting in project close-out tasks. The role also involves monitoring subrecipient financial performance and compliance, tracking action points and spending risks, and ensuring timely transaction postings and reviews.
Required Qualifications:
Candidates must possess a Bachelor's degree in finance, economics, business administration, or a related field. A minimum of 5 years of experience in NGO finance is required, with previous experience at Mercy Corps being a significant advantage. Candidates should have a solid understanding of budget management, cash management, and accounting principles. Knowledge of USAID donor regulations is highly desirable. Strong attention to detail, accuracy in cash handling, and excellent mathematical skills are essential. Proficiency in computer skills, particularly in Excel, is necessary, along with the ability to adapt to changing circumstances and work under pressure. Team management and capacity-building skills are also important for this role.
Educational Background:
The educational requirement for this position includes a Bachelor's degree in finance, economics, business administration, or a related field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage financial operations effectively within the context of an NGO.
Experience:
The position requires at least 5 years of relevant experience in NGO finance. This experience should include a strong understanding of financial management practices, compliance with donor regulations, and the ability to manage budgets effectively. Previous experience with Mercy Corps is particularly valuable, as it indicates familiarity with the organization's policies and procedures.
Languages:
Fluency in French, both written and spoken, is mandatory for this position. Proficiency in English is considered a strong asset, as it may facilitate communication with international stakeholders and enhance the candidate's effectiveness in the role.
Additional Notes:
This position is a short-term assignment estimated to last between three to six months, with a focus on the closeout phase of the GAINS project. The role is based in Tshikapa, a remote city with individual housing provided in a shared guest house. The position may require up to 15-20% travel to support field program activities.
