Job Overview:
The Operations Officer position at UNICEF is a strategic role that serves as a Business Partner to ensure the effective use of UNICEF assets in alignment with management practices and office goals. The incumbent will be responsible for operations functions, facilitating change, providing risk-informed analysis, and contributing to program and management decisions. Duties and Responsibilities:
The Operations Officer will be responsible for facilitating services in several functional areas of operations support. This includes managing budget and financial reporting, overseeing facilities management, administration, supply and logistics management, and information and communications technology. The officer will also support human resources and safety and security operations. Key responsibilities include understanding business needs to propose viable solutions, supporting ICT management and information security, ensuring value for money in procurement processes, managing office premises with a focus on accessibility and sustainability, and facilitating business transactions processed by the Global Shared Services Centre (GSSC). Additionally, the officer will support the country office during audits and contribute to implementing audit recommendations. The role emphasizes five core pillars: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, and Valuing Partners.
Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent in business management, financial management, accounting, public finance, or related fields. A minimum of one year of professional experience in operations management areas such as budget management, financial reporting, facilities management, administration, supply and logistics management, and human resources is required. Familiarity with Results Based Management and proficiency in Microsoft Office applications are also necessary. Skills in people management, financial assurance, operations management, technical support, risk management, and partnership development are essential for this role.
Educational Background:
The educational requirement for this position is a Bachelor’s degree or equivalent (First Level University Degree) in relevant fields such as business management, financial management, accounting, public finance, supply chain management, human resources, information technology, international business, or project management. This educational background is crucial for understanding the complexities of operations management within UNICEF.
Experience:
The position requires at least one year of professional experience in operations management, specifically in areas such as budget management, financial reporting, facilities management, administration, supply and logistics management, and human resources. Experience in a UN system agency, large private or public company, or in a developing country or humanitarian context is highly desirable. Familiarity with corporate ERPs and IPSAS is also an asset, as is experience in supporting client-oriented work units.
Languages:
Fluency in French is mandatory, along with intermediate knowledge of English. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments.
