Job Overview:
The Information, Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) plays a crucial role in the NRC's established ICLA programme in Nigeria. This position is responsible for providing technical leadership and ensuring high-quality, context-responsive programme design and implementation. The PDM will serve as the principal technical expert in ICLA, advising senior management and programme teams on strategy, programme quality, donor engagement, and legal and policy developments. The role involves direct management of ICLA partnerships and strengthening partners' technical capacity through knowledge transfer. The PDM will also travel across NRC’s areas of operation to ensure the quality of ICLA programming and contribute to the country’s ICLA response, which supports displaced and conflict-affected populations in accessing their rights and securing legal identity and civil documentation.
Duties and Responsibilities:
The duties and responsibilities of the ICLA Programme Development Manager include the development of ICLA strategy, technical SOPs/guidelines, and Macro Logical Framework Analyses (LFAs). The PDM is responsible for ensuring compliance with NRC policies, CC tools, handbooks, and guidelines. This role involves developing and managing funding proposals, project budgets, and donor reports, as well as overall management of project staff. The PDM will coordinate and manage ICLA project implementation, ensuring that activities, budgets, and project documentation align with proposals, strategies, and donor requirements. Additionally, the PDM will ensure capacity building of project staff and transfer key skills, liaise and collaborate with relevant local and national authorities and stakeholders, and represent NRC in relevant forums, clusters, and working groups. The PDM will also promote the rights of internally displaced persons (IDPs), returnees, deportees, refugees, or migrants in line with the advocacy strategy.
Required Qualifications:
The position requires a minimum of 5 years of experience from a senior-level project implementation position in a humanitarian or recovery context. Candidates should have experience working in complex and volatile environments, along with technical protection expertise. Documented results related to the position’s responsibilities are essential, as well as knowledge about one's leadership skills and profile. Fluency in English, both written and verbal, is required. Candidates should possess context-related skills, knowledge, and experience, and have a relevant completed university degree in fields such as Social Sciences, Anthropology, Geography, Law, or Development Studies. A Master’s degree or higher is considered an advantage. Professional experience in legal protection programming, working with vulnerable populations, budget management, and technical report writing is also required. Willingness to travel to areas where NRC has a presence and to spend nights in the field is necessary.
Educational Background:
Candidates must have a relevant completed university degree in Social Sciences, Anthropology, Geography, Law, Development Studies, or a related field. A Master’s degree or higher is preferred and considered an advantage for this position.
Experience:
The position requires a minimum of 5 years of experience in a senior-level project implementation role within a humanitarian or recovery context. Candidates should have a proven track record of working in complex and volatile environments, demonstrating technical protection expertise and documented results related to the responsibilities of the position.
Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.

This is a national position targeting Nigerian nationals. The duty station is Maiduguri, Nigeria, with a contract duration of 12 months. The salary and benefits are based on NRC’s Nigeria National salary scale, classified as Grade
