Job Overview: The Information Systems Officer position is situated within the Digital and Information Technology Management Section (DITMS) of the Administration and Conference Management Division (ACMD) at UNECA. The officer will report directly to the Chief of DITMS and will be responsible for overseeing compliance audits, risk management, and quality assurance processes across ICT initiatives. The role requires the development and enforcement of ICT governance policies and frameworks, ensuring alignment with organizational objectives. The officer will also manage budgeting, pricing models, and fundraising initiatives to secure financial resources. Additionally, the position involves leading cybersecurity operations and implementing AI strategies, particularly in the context of Microsoft 365 tools. The officer will be expected to analyze data trends and provide insights for decision-making, contributing to the overall effectiveness of UNECA's ICT operations.
Duties and Responsibilities: The Information Systems Officer will have a range of responsibilities including:
Policy Frameworks and ICT Projects: Overseeing compliance audits and monitoring activities, implementing risk management processes, preparing compliance reports for senior management, and leading the creation of ICT governance policies.
Liaison and Financial Management: Serving as the focal point for governance committees, developing ICT budgeting and pricing models, managing fundraising initiatives, and maintaining the ICT service catalogue.

Required Qualifications: Candidates must possess a strong knowledge of Information Technology and Information Management, particularly in systems analysis, database design, and programming. Proficiency in high-level programming languages and experience in developing systems of moderate size and complexity are essential. Candidates should demonstrate strong analytical and problem-solving skills, with the ability to maintain assigned systems and develop innovative solutions. A commitment to gender perspectives and equal participation in all areas of work is also required.
Educational Background: An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in information technology or a related area is required. Candidates should have experience in project implementation and multi-disciplinary team management, as well as familiarity with IT architecture. Experience in fundraising and understanding AI applications is desirable, along with experience in digital transformation involving technical and cultural changes.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level I in the same areas. Candidates should be able to communicate effectively in both languages, particularly in a professional context.
Additional Notes: This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The appointment will be on a fixed-term basis and does not carry any expectancy of renewal or conversion to another type of appointment.
