The UNOPS Yemen Country Office has been operational since 2013, focusing on restoring essential infrastructure and public services in Yemen amidst a complex and ongoing crisis. The organization is dedicated to delivering integrated interventions across various sectors including urban services, energy access, health, water and sanitation, transport, and solid waste management. UNOPS Yemen plays a crucial role in facilitating operational support for UN partners and works to strengthen local capacities while contributing to peacebuilding, recovery, and sustainable development efforts. The office collaborates with multiple stakeholders to ensure effective coordination and implementation of projects that address the urgent needs of the population.

Job Overview:
The Community Mobilization Officer will be responsible for engaging with local communities to promote participation in various projects and initiatives aimed at improving public services and infrastructure. This role involves working closely with community leaders and stakeholders to identify needs, mobilize resources, and implement strategies that enhance community involvement in decision-making processes. The officer will also be expected to develop communication materials, conduct outreach activities, and facilitate workshops to educate and empower community members. The position requires a proactive approach to building relationships and fostering collaboration among diverse groups to achieve project objectives and ensure sustainable outcomes.

Duties and Responsibilities:
  • Engage with local communities to assess needs and mobilize support for projects.
  • Develop and implement community engagement strategies that promote participation and ownership.
  • Collaborate with community leaders and stakeholders to facilitate dialogue and gather feedback.
  • Organize and conduct workshops, training sessions, and outreach activities to educate community members.
  • Create communication materials to disseminate information about projects and initiatives.
  • Monitor and evaluate community engagement efforts to assess impact and effectiveness.
  • Report on progress and challenges faced in community mobilization efforts.
  • Work closely with other team members and partners to ensure alignment of objectives and strategies.
  • Represent UNOPS in community meetings and forums to advocate for project goals.

Required Qualifications:
  • Proven experience in community mobilization, outreach, or related fields.
  • Strong interpersonal and communication skills to engage effectively with diverse communities.
  • Ability to work collaboratively with various stakeholders, including government agencies, NGOs, and community organizations.
  • Knowledge of project management principles and practices.
  • Proficiency in using digital tools and platforms for communication and engagement.

Educational Background:
A bachelor's degree in social sciences, community development, public administration, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset.

Experience:
A minimum of 3 years of relevant experience in community mobilization, project management, or a related area is required. Experience working in crisis-affected contexts or with international organizations is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in Arabic is highly desirable, as it will facilitate communication with local communities and stakeholders. Knowledge of additional languages spoken in the region would be an advantage.

This position is classified at the Associate level (ICS 08) and is a full-time role under an Individual Contractor Agreement (ICA) with a contract duration until the end of March 202
  • The position is based in Aden, Yemen, and may require travel to other locations within the country as needed. The role is critical in supporting UNOPS's mission to enhance local capacities and contribute to sustainable development in Yemen.
