Job Overview:
The Administrative Officer position is a critical role within the IIMM, responsible for overseeing the administration section of the organization. This position entails managing the budget and finance, general administration, and human resource management functions. The Administrative Officer will lead the preparation and implementation of the work program and budget, ensuring alignment with the organization's priorities and objectives. The role requires a strategic approach to resource management, including monitoring budgetary allocations and proposing corrective measures when necessary. The Administrative Officer will also implement support services, provide advice to senior managers, and coordinate governance activities. This position is essential for maintaining the operational integrity of the IIMM and ensuring that it can effectively carry out its mandate to investigate serious international crimes in Myanmar.

Duties and Responsibilities:
The Administrative Officer will be responsible for a wide range of duties, including but not limited to: leading the preparation and implementation of the work program and budget; monitoring and controlling budgetary allocations; drafting reports and providing effective monitoring data; establishing sound policies and procedures for financial management; implementing support services such as procurement and transport; advising senior managers on human resource and financial administration; coordinating institutional governance activities; managing corporate strategies related to mental health, gender, and inclusion; liaising with the UN Office for Geneva on human resource activities; reviewing post incumbency reports; supervising junior staff; and performing other related work as required. This comprehensive set of responsibilities ensures that the IIMM operates efficiently and effectively in fulfilling its mission.

Required Qualifications:
Candidates for the Administrative Officer position must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should have the ability to apply various United Nations administrative rules and regulations in work situations. The ideal candidate will demonstrate conceptual analytical and evaluative skills, enabling them to conduct independent research and analysis. They must be capable of identifying issues, formulating opinions, and making recommendations based on data analysis. Additionally, candidates should exhibit professionalism, teamwork, and strong planning and organizing skills, ensuring that they can work collaboratively with colleagues and manage their time and resources effectively.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of administrative and financial management within the context of the United Nations.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management, or a related field. This experience should include advising senior managers on resource planning and implementation, as well as coordinating internal control monitoring, enterprise risk management, and business continuity. Additionally, candidates should have experience working in an entity conducting criminal investigations or criminal proceedings, managing a team, and interpreting and applying UN policies, rules, and regulations in the relevant areas.

Languages:
English and French are the working languages of the United Nations Secretariat. For this job opening, proficiency in English is required. Candidates should refer to the UN Language Framework for details on the minimum required level for each skill in these languages. While English is mandatory, knowledge of French is considered an asset and may enhance a candidate's application.
