Job Overview:
The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of assigned programmes and projects within the OHCHR. This position requires a proactive approach to monitoring and analyzing programme/project development and implementation, as well as the ability to identify problems and propose corrective actions. The incumbent will support the planning process by preparing background documents and tracking the implementation of objectives and activities. The role also involves conducting research, analyzing data, and presenting findings from various sources. The Programme Management Officer will assist in policy development, undertake survey initiatives, and prepare various written outputs, including reports and publications. Additionally, the officer will provide substantive support to meetings and outreach activities, including fundraising and training workshops. The position requires coordination of activities related to human resources, budget, and funding, as well as supervision of staff and performance of other duties as required.

Duties and Responsibilities:
The Programme Management Officer will be responsible for the following duties:
  • Participate in the development, implementation, and evaluation of assigned programmes/projects.
  • Monitor and analyze programme/project development and implementation.
  • Review relevant documents and reports, identifying problems and proposing corrective actions.
  • Liaise with relevant parties and track follow-up actions.
  • Support the planning process by preparing background documents and reporting on objectives and activities.
  • Research, analyze, and present information from diverse sources.
  • Assist in policy development, including reviewing and analyzing issues and trends.
  • Undertake survey initiatives and design data collection tools.
  • Prepare various written outputs, including draft background papers and sections of reports. 1
  • Provide substantive support to consultative meetings and conferences. 1
  • Support outreach activities, including fundraising and conducting training workshops. 1
  • Coordinate activities related to human resources, budget, and funding, preparing related documents and reports. 1
  • Supervise staff and perform other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of five years of progressively responsible experience in project or programme management, administration, or a related area. Experience in human rights-based planning is essential, and experience in fundraising and donor relations is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as business administration, management, economics, international relations, or a related area. A first-level university degree may be accepted if accompanied by additional qualifying experience.

Experience:
The position requires a minimum of five years of progressively responsible experience in project or programme management, administration, or a related area. Candidates should have experience in human rights-based planning and familiarity with fundraising and donor relations is considered an asset.

Languages:
For this position, proficiency in English and Spanish is required. The working languages of the United Nations Secretariat are English and French, but for this specific job opening, candidates must demonstrate proficiency in English and Spanish at UN Level III for reading, writing, listening, and speaking.

This position is temporarily available until 31st December 2026, with the possibility of extension subject to the availability of funds.
