Job Overview:
The Finance and Operations Director will play a crucial role in the implementation of the ACHIEVE project in Malawi, which is funded by the U.S. Department of State. This project aims to achieve and maintain HIV/AIDS epidemic control among vulnerable populations, including pregnant and breastfeeding women, infants, children, and adolescents, while also improving integrated maternal, newborn, and child health and nutrition services. The position will involve close coordination with the Ministry of Health and will focus on ensuring the availability of integrated, quality lifesaving services at both community and facility levels. The Director will oversee all finance, operations, and procurement functions for the ACHIEVE Malawi activity, ensuring that high-impact, client-centered services are available to Malawians in the target districts. The role requires strong leadership and oversight capabilities to manage the financial and operational aspects of the project effectively, ensuring compliance with donor regulations and Pact policies.

Duties and Responsibilities:
The Finance and Operations Director will be responsible for ensuring overall operational compliance for the ACHIEVE Malawi activity. This includes oversight of procurement, financial management, agreement compliance, operational safety and security" style="border-bottom: 1px dotted #007bff !important;">security, and adherence to all relevant regulations. The Director will ensure that required approvals are obtained and that funds are expended in compliance with donor regulations and Pact policies. They will implement fraud mitigation practices and ensure that systems and processes are effectively supporting the implementation of the award. In partnership with Pact DC departments, the Director will initiate, develop, maintain, and revise policies and procedures for the finance and compliance program, promoting cost efficiency and compliance with all rules and regulations. They will oversee financial documentation and reporting, manage project funds, and be responsible for managing project budgets, forecasting, tracking spending, and preparing financial reports for submission to USG donors. Additionally, the Director will develop and implement safety and security strategies and protocols, mentor and supervise finance and operations staff, and comply with all company policies and procedures, including completing compliance training.

Required Qualifications:
Candidates must possess a Master’s degree in business administration, finance, accounting, or a related field. A minimum of 12 years of experience in international development, specifically on USG-funded projects in finance, procurement, security, and logistics, is required. At least 6 years of experience in financial compliance and progressive supervisory roles directly supervising administrative, finance, and/or operations staff is essential. Strong knowledge of U.S. government regulations, particularly regarding financial, contractual, and compliance requirements, is also necessary.

Educational Background:
The position requires a Master’s degree in business administration, finance, accounting, or an equivalent field. This educational background is crucial for understanding the complexities of financial management and compliance in the context of international development projects.

Experience:
The ideal candidate should have a minimum of 12 years of experience working in international development, particularly on projects funded by the U.S. government.
