Job Overview:
The Technical Officer P2 position is part of the Responsible Business Conduct in Africa Project (RBC-Africa), a collaborative initiative involving multiple organizations including the ILO, ITC, OECD, OHCHR, and UNDP, funded by the European Union. The project aims to enhance responsible business practices across 11 African countries, focusing on promoting decent work and adherence to international labor standards. The incumbent will be based in Windhoek, Namibia, and will play a crucial role in organizing project activities in Namibia, Kenya, Uganda, and Zambia. This position requires close collaboration with various stakeholders, including government entities and social partners, to ensure effective project delivery and impact. The role involves providing technical support, coordinating project activities, and disseminating information among implementing organizations, thereby contributing to the overall success of the project.

Duties and Responsibilities:
The Technical Officer will be responsible for a range of duties including:
  • Supporting the implementation of the RBC-Africa project by providing technical assistance in responsible business conduct, particularly in Namibia, Kenya, Uganda, and Zambia.
  • Coordinating with the EU Delegation and other implementing organizations to ensure effective communication and timely execution of project activities.
  • Organizing and facilitating meetings, workshops, and events related to project implementation, ensuring adherence to ILO policies and gender responsiveness.
  • Compiling and drafting necessary documentation, including terms of reference and background materials for project activities.
  • Attending relevant meetings and drafting summary reports to capture discussions and outcomes.
  • Contributing to the development and organization of training sessions and capacity-building events, utilizing established methodologies and digital tools.
  • Maintaining up-to-date knowledge of trends and developments in responsible business conduct, providing technical inputs for project implementation and knowledge products.
  • Supporting the development and dissemination of knowledge products and promotional materials, including reports and thematic briefs.
  • Performing other relevant duties as assigned by the Project Manager.

Required Qualifications:
Candidates must possess a first-level degree in a relevant technical field, with an advanced university degree being an advantage. A strong understanding of responsible business conduct issues, particularly in the African context, is essential. Candidates should demonstrate knowledge of project administration and evaluation concepts, as well as familiarity with ILO financial rules and regulations. Excellent communication skills, both written and verbal, are required, along with the ability to maintain effective working relationships in a multicultural environment.

Educational Background:
The position requires a first-level degree in a relevant technical field, such as social sciences, business administration, or international relations. An advanced degree in a related area would be considered an asset, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have at least three years of experience in implementing or providing technical support for development cooperation projects focused on decent work. Experience in managing initiatives that promote responsible business conduct is highly desirable. A good understanding of the ILO's constituents and their roles in promoting decent work is also required.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Proficiency in another ILO working language would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders across different regions.
