Job Overview:
The UN Resident Coordinator (RC) in Namibia is the highest-ranking representative of the United Nations development system at the country level. This position is pivotal in leading the UN country team and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC is responsible for coordinating UN support to the government and other stakeholders in achieving the 2030 Agenda for Sustainable Development. The role requires a deep understanding of the UN's assets and expertise to foster sustainable development, advocate for the SDGs, and address national priorities and challenges. The RC must engage with various partners, including government, civil society, and the private sector, to promote collaboration and knowledge sharing, ensuring that no one is left behind in the pursuit of sustainable development.

Duties and Responsibilities:
The Resident Coordinator has a wide range of responsibilities, including representing the UN at high-level state functions, leading the UN country team in developing and monitoring the UN Cooperation Framework, and coordinating system-wide support to the government. The RC is tasked with fostering partnerships with diverse stakeholders, promoting human rights and gender equality, and ensuring effective communication of UN efforts. Additionally, the RC manages country financing instruments, oversees security coordination, and promotes staff learning and adherence to UN policies. The role also involves integrating humanitarian assistance with development programming, particularly in conflict and post-conflict settings, and ensuring that the UN's normative agenda is pursued effectively.

Required Qualifications:
Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, or social sciences. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. The position requires a minimum of 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator is desirable, along with strong political experience and the ability to provide insightful analysis to senior officials.

Educational Background:
A Master's degree or equivalent postgraduate qualification in relevant fields is required. Candidates with a first-level university degree and significant relevant experience may also be considered. The educational background should align with the responsibilities of the position, emphasizing development studies, international relations, political science, or related disciplines.

Experience:
The position requires a minimum of 15 years of substantive experience in leadership roles at the international level, including at least five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of one's own country. Previous experience as a Resident Coordinator is highly desirable, as is experience in managing humanitarian programs and coordinating disaster response efforts. Strong political experience working with senior government officials and diplomats is also preferred.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. French is considered a good to have language, but English proficiency is essential for effective communication and collaboration within the UN system.

The start date for this position is December 2027, unless the incumbent is reassigned before that date. The assignment duration for A duty stations is typically five years, subject to change based on the hardship classification of the duty station. Eligibility for this position is limited to candidates who are members of the Resident Coordinator Pool.
