Job Overview: The Construction Project Management Consulting Services position is part of the BRACE Project Management Unit (PMU) under the Ministry of Education and Training in Tonga. This role involves providing comprehensive project management support for climate-resilient upgrades to educational facilities. The selected consulting firm will be responsible for overseeing all phases of the construction project, which includes conducting facility assessments, creating detailed designs, estimating costs, preparing tenders, and supervising construction activities. The firm must ensure that all work complies with national regulations, adheres to Save the Children’s standards, and meets environmental and social safeguards. Additionally, the firm will support monitoring, reporting, and the successful completion of the project, ensuring that the objectives of the BRACE initiative are met effectively.
Duties and Responsibilities:
Conduct thorough assessments of existing educational facilities to determine necessary upgrades for climate resilience.
Develop detailed designs for the proposed upgrades, ensuring they meet both educational needs and climate adaptation requirements.
Prepare accurate cost estimates for the construction work, taking into account materials, labor, and other associated costs.
Create and manage tender documents, ensuring they are clear and comprehensive for potential contractors.
Supervise the construction process, ensuring that all work is completed to the highest standards and in compliance with relevant regulations.
Monitor project progress and report on milestones, challenges, and outcomes to stakeholders.
Ensure that all project activities align with Save the Children’s policies and the environmental and social safeguards established for the BRACE initiative.
Facilitate communication between the Ministry of Education and Training, Save the Children, and other stakeholders involved in the project.
Required Qualifications:
Proven experience in construction project management, particularly in educational facility upgrades or similar projects.
Strong understanding of climate resilience principles and their application in construction and design.
Familiarity with national regulations and standards related to construction in Tonga.
Excellent communication and interpersonal skills to effectively collaborate with various stakeholders.
Ability to manage multiple tasks and projects simultaneously while meeting deadlines.
Proficiency in project management software and tools.
Educational Background: A degree in civil engineering, architecture, project management, or a related field is required. Advanced degrees or certifications in project management or construction management are highly desirable.
Experience: A minimum of 5 years of relevant experience in construction project management is required, with a focus on educational facilities or climate resilience projects. Experience working in international development or with non-profit organizations is a plus.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of Tongan or other Pacific languages is advantageous but not required.
Additional Notes: This position is a consulting role under the BRACE Project, which is funded by the Green Climate Fund. The contract duration will be determined based on the project timeline and deliverables. The position is full-time, and international firms are encouraged to apply.
