Job Overview:
The NCHR Strategic Advisor position is designed for an individual consultant who will provide strategic guidance and support to the National Commission for Human Rights (NCHR) in Pakistan. The role involves advising on policy development, enhancing the capacity of the NCHR, and ensuring that human rights standards are integrated into national policies and practices. The consultant will work closely with various stakeholders, including government entities, civil society organizations, and international partners, to promote human rights and strengthen the institutional framework of the NCHR. The assignment is expected to last for a total of 175 working days over a period of 12 months, commencing from the signing of the contract. The consultant will be responsible for delivering high-quality outputs that align with UNDP's mission and objectives in Pakistan.

Duties and Responsibilities:
The duties and responsibilities of the NCHR Strategic Advisor include but are not limited to:
  • Providing expert advice on human rights issues and policies to the NCHR and relevant stakeholders.
  • Developing strategic plans and frameworks to enhance the effectiveness of the NCHR in promoting and protecting human rights.
  • Conducting assessments and evaluations of existing human rights mechanisms and recommending improvements.
  • Facilitating training and capacity-building workshops for NCHR staff and other stakeholders on human rights standards and practices.
  • Engaging with civil society organizations to foster collaboration and support for human rights initiatives.
  • Preparing reports and documentation on human rights issues and the NCHR's activities for dissemination to stakeholders.
  • Representing the NCHR in national and international forums to advocate for human rights and share best practices.
  • Monitoring and analyzing developments in human rights legislation and policies in Pakistan and providing timely updates to the NCHR.

Required Qualifications:
The ideal candidate for the NCHR Strategic Advisor position should possess the following qualifications:
  • Advanced degree in law, human rights, political science, or a related field.
  • Extensive knowledge of human rights frameworks, international law, and national legislation related to human rights.
  • Proven experience in advising governmental or non-governmental organizations on human rights issues.
  • Strong analytical and research skills, with the ability to synthesize complex information into clear recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to work independently and as part of a team in a multicultural environment.

Educational Background:
Candidates must have an advanced degree (Master's or equivalent) in a relevant field such as law, human rights, political science, or social sciences. A PhD in a related area would be an advantage, particularly for those with a focus on human rights law or policy.

Experience:
The position requires a minimum of 7 years of relevant professional experience in the field of human rights, governance, or related areas. Experience working with national human rights institutions or similar organizations is highly desirable. Candidates should have a proven track record of successfully implementing human rights projects or initiatives.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the advisory role.

Additional Notes:
This position is a full-time consultancy role with a contract duration of 12 months, comprising 175 working days. The consultant will be expected to work closely with the UNDP and the NCHR, and may be required to travel within Pakistan as part of their duties. Compensation will be commensurate with experience and qualifications, and benefits may include health insurance and other allowances as per UNDP policies.
