Job Overview: The Supply Chain and Operations Officer plays a critical role in supporting the day-to-day operations of Relief International. Reporting directly to the Supply Chain and Operations Coordinator, this position is responsible for ensuring compliance with RI’s policies and procedures related to administration, procurement, and fleet management. The officer will be involved in various operational activities, including asset management, procurement processes, and logistics support. The role requires a proactive approach to managing operational tasks, ensuring that all activities align with donor regulations and local laws. The officer will also engage with internal and external stakeholders to facilitate smooth operations and contribute to the overall mission of RI.
Duties and Responsibilities: The Supply Chain and Operations Officer will have a diverse set of responsibilities, including:
Compliance: Ensure adherence to RI policies, donor regulations, and local laws in all operational activities.
Procurement: Manage procurement processes, including documentation, coordination, and compliance. Handle purchasing requests from projects, maintain procurement trackers, and conduct local market surveys.
Asset Management: Oversee the inventory of RI equipment and supplies, maintain an asset log, and ensure proper tracking and disposal of assets according to regulations.
Transport and Fleet Management: Ensure efficient management of vehicle fleets, coordinate transport services, and maintain accurate fleet documentation.
Logistics: Engage with freight forwarding agencies and provide logistical support for the distribution of goods.
Record Keeping: Maintain accurate filing systems for audit purposes and ensure documentation is complete and organized.
Behavior and Conduct: Uphold the highest standards of behavior, promote RI’s values, and ensure the safety of team members and communities served.
Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field or equivalent work experience. A minimum of professional experience in administrative and operational roles, logistics, and procurement within a humanitarian context is required. Experience working with international non-governmental organizations (INGOs) is preferred. Strong analytical and problem-solving skills, attention to detail, and excellent organizational abilities are essential. Candidates should demonstrate effective interpersonal and communication skills, along with the ability to manage time efficiently. Flexibility and a willingness to perform additional duties on short notice are important, as is the ability to work in a fast-paced and stressful environment. Cultural awareness and the ability to work well in diverse teams are also critical.
Educational Background: A Bachelor’s degree in a relevant field is required for this position. Candidates with commensurate work experience in lieu of a degree may also be considered. The educational background should ideally include studies related to supply chain management, logistics, business administration, or a related discipline that equips the candidate with the necessary skills for the role.
Experience: The position requires at least professional experience in administrative and operational roles, specifically in logistics and procurement within the humanitarian sector. Candidates should have a proven track record of working effectively in similar roles, ideally within the context of international non-governmental organizations (INGOs). Experience in the Philippines is particularly valuable, as it provides insight into the local context and operational challenges.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Proficiency in local languages spoken in the Philippines is considered an asset, as it can facilitate better communication with local partners and communities.
