Job Overview: The Customs Functional Consultant will play a crucial role in the mapping of the ASYCUDA new platform to meet regional requirements. This position is home-based, allowing for flexibility while contributing to the UNCTAD's mission. The consultant will be responsible for providing functional advice during the testing of new modules of ASYCUDA and the Single Window system in Turkmenistan. This includes ensuring that the system meets the necessary standards and requirements for effective customs operations. The consultant will also be involved in testing data exchanges with external systems, preparing integration data sets, and updating system information in accordance with new regulatory acts. Additionally, the consultant will provide training to customs staff and governmental entities, ensuring that they are well-equipped to utilize the new systems effectively. Regular inputs to project status reports and updates will also be a key expectation from this role, ensuring that all stakeholders are informed of progress and any challenges encountered during the implementation process.
Duties and Responsibilities: The consultant will undertake several key duties and responsibilities, including:
Providing functional advice in testing new modules of ASYCUDA and the Single Window system specifically in Turkmenistan.
Conducting thorough testing of data exchanges with external systems to ensure seamless integration and functionality.
Preparing integration data sets that are essential for the successful operation of the ASYCUDA platform.
Updating system information based on new regulatory acts to ensure compliance and relevance.
Delivering training sessions to customs staff and governmental entities to enhance their understanding and usage of the new systems.
Contributing regular inputs to project status reports and updates, keeping all stakeholders informed of progress and developments.
Required Qualifications: The position requires a first university degree, specifically a Bachelor’s degree in customs, business administration, law, economics, or a related field. Additionally, at least 2 years of work experience in the trade, investment, or customs sector, particularly in Turkmenistan, is essential. Experience working in customs administration, revenue authorities, trade support institutions, or international organizations will be considered an advantage. A combination of IT and customs experience is highly desirable, as it will enhance the consultant's ability to effectively contribute to the project.
Educational Background: Candidates must possess a first university degree, which can be a Bachelor’s degree in customs, business administration, law, economics, or a related area. This educational background is crucial as it provides the foundational knowledge necessary for understanding the complexities of customs operations and trade regulations.
Experience: The consultant is expected to have at least 2 years of relevant work experience in the trade, investment, or customs sector. Experience specifically in Turkmenistan is required, as it will provide the consultant with the necessary context and understanding of local customs practices and regulations. Experience in customs administration, revenue authorities, or international organizations will be advantageous, as it demonstrates familiarity with the operational frameworks and challenges faced in the field.
Languages: Fluency in written and oral English is mandatory for this position, as it is the primary language of communication within the UN. Knowledge of Russian and local languages of the CIS region would be considered an advantage, as it would facilitate better communication with local stakeholders and enhance the effectiveness of training sessions.
