Job Overview: The Humanitarian Access & security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) plays a critical role in ensuring the safety and security of all IRC staff and operations within Jordan. This position is responsible for developing and implementing comprehensive humanitarian access and security management plans that align with IRC policies and humanitarian principles. The HASM will work within the Shared Services Unit (SSU), which provides vital support to all IRC entities in Jordan. The role requires the identification of changes and trends in the humanitarian access and security landscape, ensuring that all policies, security management plans, and procedures are current and well-communicated to staff. The HASM will also be tasked with maintaining a high level of preparedness for any contextual changes that may impact IRC operations.
Duties and Responsibilities: The duties and responsibilities of the Humanitarian Access & Security Manager include:
Security Risk Management: Ensure that all IRC sites and facilities in Jordan comply with safety and security standards. Conduct thorough security risk assessments for all IRC locations and activities. Regularly develop, review, and update security management plans, standard operating procedures, and contingency plans. Maintain preparedness for contextual changes and evaluate hibernation and evacuation plans for IRC premises. Provide security induction for new hires and manage security incidents involving IRC staff and assets.
Travel and Event Risk Management: Provide timely security advice for IRC business travelers and ensure that accommodation and event venues meet security standards. Develop relationships with security focal points at these venues and act as a point of contact for reporting safety or security issues.
Humanitarian Access Management: Liaise with local stakeholders to enhance IRC’s acceptance and support for operations. Ensure that humanitarian access approaches are contextually responsive and include community engagement components.
Monitoring, Reporting & Analysis: Constantly monitor and report on incidents and trends related to humanitarian access and security. Provide area-based access analysis and report on compliance with IRC’s Security Minimum Standards.
Learning, Training and Capacity Strengthening: Design and implement training programs for all staff, including security guards and volunteers, to enhance their understanding of security policies and procedures. Support partner organizations in capacity strengthening initiatives.
Required Qualifications: The ideal candidate for the Humanitarian Access & Security Manager position should possess a Bachelor’s degree or a technical certification in a security-related field, complemented by considerable field experience. A minimum of 5 years of experience in non-profit or NGO work within international humanitarian assistance programs is required. Candidates should demonstrate strong organizational and coordination skills, proficiency in communications technology, and full competency in Microsoft Office Suite. Excellent interpersonal skills and the ability to represent IRC effectively at various forums are essential. Strong negotiation and mediation skills are necessary, along with experience working with local stakeholders and sensitivity to cultural dynamics. Knowledge of Gender, Equity, Diversity, and Inclusion is also important.
Educational Background: Candidates must have a Bachelor’s degree or a technical certification in a security-related field. This educational background should be complemented by practical experience in the field, particularly in contexts related to humanitarian assistance and security management.
Experience: The position requires a minimum of 5 years of relevant experience in non-profit or NGO work, specifically within international humanitarian assistance programs. Candidates should have experience in providing security briefings to diverse audiences and a proven track record of working successfully with local stakeholders, including NGOs and government officials.
Languages: Fluency in written and spoken English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position may require approximately 30% travel, primarily within Jordan.
