The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer position at FHI 360 is crucial for the successful implementation of the EpiC project, which is a global health initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). The role is based in Bogotá, Colombia, and involves overseeing all logistics-related activities in accordance with the organization's policies and procedures. The Logistics Officer will be responsible for establishing operational aspects to support project delivery in resource-scarce and insecure environments, leading country assessments, managing supply chains, and ensuring compliance with procurement regulations. This position requires collaboration with various departments to identify system needs and develop solutions that enhance operational efficiency and accountability. The Logistics Officer will also play a key role in preparedness planning, developing instructional materials, and mentoring staff to ensure effective logistics operations.

Duties and Responsibilities:
The Logistics Officer will have a comprehensive set of responsibilities, including but not limited to: developing standard protocols for logistics processes such as procurement requisition, warehouse management, and commodity dispatch; establishing and managing facilities in emergencies; determining transportation requirements and managing fleet allocation; maintaining asset and inventory registries; ensuring compliance with USG export regulations and destination country customs protocols; collaborating with HQ support departments to identify and resolve operational bottlenecks; forecasting field operating costs related to logistics; supervising logistics personnel during deployments; acting as a security" style="border-bottom: 1px dotted #007bff !important;">security focal point; and developing security standard operating procedures for crisis operations. The role demands a proactive approach to logistics management, with a focus on establishing efficient supply chains for pharmaceuticals and medical equipment, as well as ensuring the safety and security of staff and assets.

Required Qualifications:
Candidates for the Logistics Officer position must possess in-depth knowledge of procurement, budgeting, and supply chain management best practices. They should have a working knowledge of security protocols for staff and supplies, and be capable negotiators with experience in establishing contracts and managing vendors. Familiarity with international donor procurement regulations and UN coordination is essential, along with expertise in fraud detection and investigation techniques. The ability to communicate effectively in English is mandatory, as the role requires interaction with various stakeholders and documentation in English.

Educational Background:
A Bachelor’s degree or its international equivalent is required for this position. Alternatively, an equivalent combination of relevant education and/or experience that enables the candidate to successfully perform the key responsibilities of the job will also be considered. This educational background should ideally be complemented by training or coursework in logistics, supply chain management, or a related field.

Experience:
Typically, candidates should have 5-8 years of experience managing logistics and operations in emergency settings. Experience in establishing startup operations or projects in new countries is preferred. Proficiency with database management software and online search tools is required, along with a sensitivity to cultural diversity and an understanding of the political, contextual, and ethical issues in the areas of assignment. Previous work experience in a non-governmental organization (NGO), government agency, or private company with progressive program management experience in humanitarian assistance or related technical areas is highly valued.

Languages:
The mandatory language for this position is English, as the candidate must be able to read and communicate effectively in English. Knowledge of additional languages may be considered an asset, particularly if relevant to the regions where FHI 360 operates.

This position is expected to involve travel requirements of greater than 25%. The hiring salary range for the Logistics Officer role is COP 73,000,000 - 99,000,000 annually, with the final offer determined by factors such as relevant experience, education, internal equity, market pay, and budget considerations.
