Job Overview:
The E T Consultant Research Economist position at the World Bank is designed for individuals who are passionate about contributing to economic development and poverty reduction. The role involves supporting the Development Economics (DEC) Vice Presidency, which serves as the primary hub for the World Bank's knowledge system. The consultant will engage in research and analysis to enhance understanding of development policies and programs, particularly in the context of Ukraine. The position requires a strong focus on agricultural economics, land governance, and the implementation of EU agricultural policies. The consultant will work closely with various stakeholders, including government agencies and international partners, to facilitate legal and institutional reforms that align with EU standards. The role is critical in generating knowledge and providing analytical services that inform decision-making processes within the Bank and the broader development community.

Duties and Responsibilities:
The consultant will be responsible for a range of duties, including:

• Implementing the Geospatial Aid Application (GSA) pilot and establishing a Land Parcel Identification System (LPIS) and Integrated Administration and Control System (IACS) in Ukraine.
• Collaborating with the European Commission's Joint Research Centre (JRC) to ensure effective project execution.
• Supporting the Ministry of Economy, Environment and Agriculture (MEEA) in maintaining and expanding the State Agrarian Registry (SAR) to comply with EU regulations.
• Engaging with agencies responsible for the State Land Cadaster and the Registry of Rights to facilitate API-based data access for monitoring purposes.
• Conducting research to improve agricultural production statistics and advising on sampling strategies.
• Analyzing market power in agricultural land markets and assessing strategies to mitigate monopsony effects.
• Supporting the valuation of agricultural and urban land to enhance credit access and revenue generation for local councils.
• Piloting initiatives to increase farmers' access to credit, insurance, and output markets, and evaluating the impact of these initiatives.
• Performing any additional tasks assigned by the Task Team Leader (TTL).

Required Qualifications:
Candidates must possess a PhD in economics or a related discipline. A proven track record of economic research focused on Ukraine is essential, along with familiarity with EU agricultural policy frameworks and statistics. Strong analytical skills and experience working with survey, administrative, and geospatial data are required. The ability to communicate effectively with policymakers and present complex information clearly is also crucial. A pipeline of journal publications or publishable work in progress will be considered an advantage.

Educational Background:
The position requires a PhD in economics or a closely related field. This advanced degree should provide a solid foundation in economic theory, quantitative analysis, and research methodologies relevant to development economics and agricultural policy.

Experience:
Candidates should have substantial experience in economic research, particularly in the context of Ukraine. Familiarity with EU agricultural policies and frameworks is highly desirable. Experience in conducting impact evaluations and working with diverse data sources, including geospatial data, is essential. The ideal candidate will have a history of engaging with policymakers and stakeholders in the development sector.

Languages:
Proficiency in English is mandatory for this position. Knowledge of Ukrainian is preferred, as it will facilitate communication and collaboration with local stakeholders and enhance the effectiveness of the consultant's work in Ukraine.

This position is a local recruitment opportunity with a term duration of one year. The role is classified at the EC2 grade level within the World Bank Group.
