Job Overview: The Senior Contracting Officer position at SHAPE involves a critical role in the procurement of goods and services necessary for supporting NATO's 2030 initiatives and other Defense and Deterrence (DDA) related projects. Duties and Responsibilities: The incumbent's duties include providing procurement support for Defense and Deterrence related projects, acting as a senior contracting officer for assigned goods and services, exercising purchasing and contracting authority in accordance with prescribed rules, developing acquisition strategies, evaluating contractor performance, drafting bidding instructions, negotiating agreements with NATO Agencies, supporting requirement holders, obtaining committee approvals, and coordinating with the SHAPE Legal Office. The role also involves ensuring compliance with NATO Financial Rules and Procedures, participating in military budget committees, and performing additional duties as assigned. The incumbent may be required to undertake deployments in support of military operations and exercises, which could exceed 30 days in duration.
Required Qualifications: Candidates must possess a minimum of 4 years of professional acquisition experience, with at least 3 years in a leadership role focused on improving procurement activities and negotiating complex contracts. Prior contracting experience at the management level is essential, along with a comprehensive understanding of operational logistics from a supply chain perspective. Candidates should also have experience in sourcing and managing external suppliers to ensure successful delivery of products and services. A strong understanding of international contract and business law is required, along with the ability to evaluate complex requisitions and translate technical requirements into commercially viable invitations for bids.
Educational Background: A university degree in supply chain management, commercial and mercantile law, logistics, inventory management, procurement, or a related discipline is required. Alternatively, candidates with higher secondary education and advanced vocational training leading to a professional qualification, along with 5 years of post-related experience and 2 years of function-related experience, may also be considered. The educational background should align with the specific qualifications outlined in the professional experience section.
Experience: Candidates should have a minimum of 4 years of prior contracting experience at the management level, demonstrating a comprehensive understanding of procurement processes and operational logistics. Experience in executing the full cycle of procurement activities, from market surveys to contract closure, is essential. Additionally, candidates should have experience in contracting for military or international organizations, preferably as a warranted contracting officer, and knowledge of NATO procurement directives and Host Nation contract law is highly desirable.
Languages: Proficiency in English is mandatory, with a required language skill level of SLP 4343 (Listening, Speaking, Reading, and Writing). Knowledge of additional languages may be considered an asset, although English is the primary language of communication within NATO.
Additional Notes: This position is classified as a Project Linked NATO International Civilian (PLN) role with a three-year definite duration contract under the NATO 2030 Agenda. The salary will be based on the NATO Grade of the post, with potential allowances based on eligibility.
