Job Overview:
The Monitoring & Knowledge-Management Officer will play a crucial role in the implementation of a new Development Cooperation project funded by the European Commission (EC). This project aims to foster smart and inclusive growth and sustainable development in Sub-Saharan Africa by promoting responsible business practices in line with internationally agreed standards. The officer will be responsible for designing and implementing a comprehensive monitoring and knowledge management system for the project, ensuring that all activities are aligned with the project's goals and objectives. This position requires a strong focus on data collection, analysis, and reporting, as well as the ability to facilitate knowledge sharing among various stakeholders involved in the project. The officer will work closely with multiple organizations, including the ILO, ITC, OECD, OHCHR, and UNDP, to ensure effective coordination and collaboration throughout the project lifecycle.

Duties and Responsibilities:
  • Provide joint support to all five implementing organizations by delivering technical inputs in planning, monitoring, and knowledge management, ensuring a harmonized, result-based, gender-responsive, and donor-compliant approach.
  • Develop, implement, and oversee the joint project monitoring framework in close coordination with the implementing partners, ensuring systematic integration of gender equality and non-discrimination.
  • Collect and analyze data from implementing organizations, maintaining a joint monitoring database, and preparing technical progress reports for donor submission.
  • Develop and implement a joint knowledge-management strategy, identifying and disseminating lessons learned and best practices.
  • Train project teams on the monitoring system and document outcome studies.
  • Ensure compliance with EC reporting systems and develop mechanisms to enhance knowledge management on responsible business conduct among stakeholders.
  • Prepare ILO's contributions to joint project reporting and support project management by identifying challenges and proposing solutions.
  • Collect good practices and information on project results, emphasizing gender-related outcomes.
  • Support project evaluations as per ILO EVAL policy.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in evaluation, economics, social sciences, international development, statistics, or a related field. A first-level university degree (Bachelor’s or equivalent) with an additional two years of relevant experience will also be accepted. Candidates should have at least five years of relevant professional experience in monitoring and evaluation (M&E) positions, particularly in development projects. Experience with European Commission-funded projects is highly desirable. Candidates must demonstrate expertise in planning and managing studies, strategic planning, performance measurement, and data collection and analysis.

Educational Background:
The position requires an advanced level university degree (Master’s or equivalent) in relevant fields such as evaluation, economics, social sciences, international development, or statistics. A first-level university degree (Bachelor’s or equivalent) combined with additional relevant experience may also be considered. This educational background is essential for understanding the complexities of monitoring and evaluation in development contexts.

Experience:
Candidates should have a minimum of five years of relevant professional experience in monitoring and evaluation roles, specifically responsible for implementing M&E activities in development projects. Experience with projects funded by the European Commission is an asset. The candidate should also have experience in strategic planning, performance measurement, and the design and administration of data collection tools. Familiarity with gender-responsive monitoring and evaluation practices is crucial, as is experience with data quality assessments and oversight.

Languages:
Excellent command of English is mandatory for this position. A working knowledge of French is considered an asset, as the project operates in a multilingual environment and involves stakeholders from various countries in Sub-Saharan Africa.

Additional Notes:
The contract type is Fixed Term, with a duration of one year and the possibility of extension, contingent upon the availability of funds and the continuing need for the functions.
